Wastewater and Water Workshop

As you may already know, New Jersey recently submitted its Substantial Amendment to the State’s Action Plan for the Second Allocation of CDBG-DR Funds
(Action Plan 2) to the US Department of Housing and Urban Development (HUD). Action Plan 2 contains a new section to fund infrastructure projects as highlighted in the President’s Hurricane Sandy Rebuilding Task Force Report. The Action Plan 2 submittal to HUD includes a $210 million budget for the development of an Energy Resilience Bank (ERB).
The mission of the proposed ERB is to improve and increase the energy resilience for New Jersey’s critical facilities through the financing of distributed generation projects. While the actual governance structure and establishment of the ERB will be based on approval from HUD, we would like to initiate a discussion to gather input from stakeholders including the representatives from water and wastewater treatment facilities around the state. As specified in the Action Plan 2, these facilities constitute a high priority sector for the ERB.
To that end, the State is holding a half day workshop to bring together representatives from water and wastewater treatment facilities that might be interested in securing financing from the Energy Resilience Bank in the event that HUD approves the State’s Action Plan. Our goal is to work over the coming months to be in position to present the ERB structure to our Boards if and when HUD approves the ERB proposal. Staff from the BPU, EDA, and DEP will educate the water and wastewater community on the preliminary bank design including bank products, eligibility, and the application process before soliciting comments on how the initial design might be improved to maximize resiliency benefits at critical facilities.
The topics that will be covered include:
- Introduction to the ERB
- Overview of resilient DG technologies
- Overview of preliminary ERB design including products, eligibility, and application process
- Questions and answers
- Breakout sessions to hear lessons learned from past programs as well as opportunities and challenges facing the ERB
Representatives from all water and wastewater treatment facilities are welcome to attend. In particular, facilities interested in improving their energy resilience through distributed generation projects such as biogas-based combined heat and power (CHP), fuel cells, and solar with offgrid inverters and storage systems are encouraged to attend.
