The procurement division reviews the legality of public contracts involving school districts, counties, municipalities, state agencies, state authorities, local authorities and public institutions of higher education.

Karen H. Shelton, Director, Procurement Division
Karen H. Shelton leads a team of attorneys who specialize in public contract law. The division’s attorneys review public agency procurements exceeding $2 million, work with OSC’s audit teams in the development of findings and provide guidance concerning the many legal issues that arise during the course of OSC projects.

Ms. Shelton previously served for 10 years as an Assistant United States Attorney in the Civil Division of the U.S. Attorney’s Office in Trenton and in Los Angeles. While there, she was responsible for all aspects of case management and litigation for a wide variety of cases, including medical malpractice, employment discrimination, immigration and environmental litigation issues. Prior to that, Ms. Shelton was an associate at Dewey Ballantine LLP and clerked for United States District Court Judge Katharine S. Hayden.

A member of the State Bar in New Jersey and California, Ms. Shelton graduated from Rutgers University School of Law in Camden in 1998. She holds a Master of Science in Public Policy from Rutgers University’s Eagleton Institute of Politics, and a Bachelor of Arts in Political Science from Bucknell University.
