Lead Ready Renovation and Maintenance (LRRM) Seminars

PROTECT YOUR TENANTS – LIMIT YOUR LIABILITY – COMPLY WITH THE LAW
The New Jersey Department of Community Affairs will be offering Lead Ready Renovation and Maintenance (LRRM) seminars to assist renovation contractors, property owners and maintenance staff in meeting the training requirements of both the State of New Jersey and the US EPA. The Seminars are comprised of three certification programs: EPA Certified Renovator, EPA Certified Lead Dust Wipe Technician and NJ Department of Community Affairs (DCA) Regulations Certificate Program.
EPA’s Renovation, Repair, and Painting Final Rule (40 CFR 745) requires that beginning April 22, 2010, non-exempt renovations conducted for compensation in target housing and child occupied facilities, must be performed by Certified Firms using Certified Renovators. Target housing is defined as housing constructed prior to 1978 which contains one bedroom or larger. Renovation firms and maintenance workers that wish to work in target housing or child-occupied facilities must apply to EPA and pay a fee in order to become certified. Individuals seeking to become Certified Renovators must successfully complete an EPA-accredited renovator course.

In addition, since 2005, New Jersey has required renovators and maintenance workers performing work on all pre-1978 multiple dwellings or shelters housing women and children or rooming and boarding homes housing women and children perform such work using workers trained in lead-safe work practices and applicable NJ regulations. Failure to use properly trained individuals to perform work on pre-1978 multi-family rental housing will be a violation of N.J.A.C. 5:10-6.6(g) and may result in monetary penalties.

LEAD Trainings courses – Community College

The New Jersey Community Colleges through the Consortium have been approved by EPA and NJ DCA as the accredited training provider for the EPA/HUD Renovation, Repair and Painting Program.  The Consortium in partnership with the New Jersey Department of Community Affairs and the New Jersey Business & Industry Association is offering a comprehensive series of training courses to meet the federal and state requirements for NJ contractors performing renovation, repair and painting projects and multiple dwelling owners and maintenance staff that may disturb lead based paint in pre-1978 homes, child-care facilities and schools.  Contractors must be certified and follow specific work practices to prevent lead contamination.  Firms must use certified renovators who are trained by EPA approved providers to follow lead-safe work practices.  Renovators include renovation contractors, maintenance workers in multi-family housing, painters and other specialty trades.

The training through the NJ community colleges has been subsidized by the NJ Department of Community Affairs to reduce the training costs for NJ contractors and their workers.   The training has been packaged to provide 4 certificates to attendees in one combined 20 hour class for the low subsidized tuition of $190 per person plus $72 for text and materials.
The combined package includes:

  • EPA Model Renovator Initial Certificate
  • EPA Dust Sampling Technician Certificate
  • NJ DCA Rules & Regulations Certificate
  • OSHA Hazardous Communications Certificate

NEW JERSEY LEAD REGULATIONS CERTIFICATION

New Jersey Lead Regulations Certification Curriculum was developed by the Division of Housing and Community Resources, Indoor Environmental Hazards Unit as a Model Curriculum on NJ regulations pertaining to property owners, contractors, weatherization, maintenance workers and others performing work on pre-1978 structures which are subject to Lead Safe Building Maintenance Requirements. Those structures include: multiple dwellings, emergency shelters which house women and children and rooming and boarding homes which house women and children.

This model curriculum has been approved by the Division of Codes and Standards to meet the regulatory training requirements found at N.J.A.C. 5:10- 6.6(g)(1), Regulations for Maintenance of Hotels and Multiple Dwellings, N.J.A.C. 5:15 Emergency Shelters for the Homeless and N.J.A.C. 5:27 Regulations Governing Rooming and Boarding Houses.

The Division of Codes and Standards approves training providers who wish to teach the NJ lead safe building maintenance regulations.  For a complete list of DCA approved training providers see List of Approved Training Providers (pdf).

Also, individuals or agencies wishing to teach NJ Lead Regulations using this Model Curriculum are welcome to do so provided that they contact the Division of Codes and Standards at (609) 633-6224 to register as a Training Provider and use both the power point presentation as well as the handouts.
