Code Adoption History - Grace Period
For a period of six months following the operative date of a subcode revision, applicants may submit a complete permit application, including all prior approvals, to be reviewed under the code in force immediately preceeding the subcode revision. Provided that the application is complete, the construction official and applicable subcode officials shall perform the plan review and issue construction permit(s) based on the code in force immediately prior to the operative date of the subcode revision. This grace period shall apply only to revisions of subcodes. - Previously Adopted Codes Usable within Grace Period
A complete permit application must be filed before March 7, 2011 (the end of the grace period) to utilize these codes.

New Jersey State regulations, called rules, implement the statutes that are the legal basis for operating State programs and services.
The New Jersey Administrative Code, an official publication of the State of New Jersey, compiles all effective rules adopted by State agencies and filed with the Office of Administrative Law. The New Jersey Administrative Code is regularly updated in a loose-leaf format organized by State agency content.
The New Jersey Administrative Code is available from LexisNexis, the publisher licensed by the NJ Office of Administrative Law. A searchable online version of the Code is available at LexisNexis. The NJ Administrative Code may also be found in public libraries; contact your library directly for availability.
Copies of rules are provided here as a courtesy and are not the official versions. Interested persons may submit comments or information concerning any of the rule proposals in the New Jersey Register until the date indicated in the proposal. submissions and any inquires about submission should be addressed to the agency officer specified for a particular proposal.
The department allows a minimum period of 60 days for comments concerning rule proposals. On occasion, a proposing agency may extend the 60-day comment period in the heading of a proposal or in a subsequent notice in the register. At the close of the period for comments, the proposing agency may thereafter adopt a proposal, without change, or with changes not in violation of the rulemaking procedures at N.J.A.C. 1:30-4.3. The adoption becomes effective upon publication in the Register of a notice adoption, unless otherwise indicated in the adoption notice. Promulgation in the New Jersey Register establishes a new or amended rule as an official part of the New Jersey Administrative Code.

Some rule proposals are adopted without any changes. These rules are noted as "adopted without change." For these rules, to read the changes that were made to the original rule text, the rule proposal itself suffices.
Other rule proposals do contain changes upon adoption. For these rules, to read all the changes that have been made to the original rule text, the rule proposal and adoption must be read together. The table below provides the necessary links.
