What is the SSBG Rental Assistance Program?

The Social Services Block Grant (SSBG) Rental Assistance Program provides short-term rental assistance in the form of a grant to homeowners participating in the Rehabilitation, Reconstruction, Elevation and Mitigation (RREM) or the Low-to-Moderate Income Homeowners Rebuilding (LMI) Program. SSBG Rental Assistance Program funds are only available to assist with rent going forward and may not be used as a reimbursement for previously paid or incurred rent.

Rebuilding, repairing or elevating a home puts a significant strain on families who are already shouldering a great financial burden. If paying a rental payment during this process creates a hardship, this program may be able to help you.

Funds for the program are limited and will be distributed on a first-come, first-served basis to approved applicants.

YOUR RENTAL UNIT MAY REQUIRE A LEAD-BASED PAINT INSPECTION IF:

  1. The Rental Unit was constructed before 1978; AND
  2. There are children under the age of six in your household; or
  3. A pregnant woman will reside in the rental unit.

To avoid a lead-based paint inspection, which may delay the processing of your rental assistance application, you should make a best effort attempt to identify a rental unit constructed after 1978.

Eligibility Criteria

If You Can Answer "YES" to ALL of the Following, You May be Eligible for the SSBG Rental Assistance Program

  • Are you a Homeowner with an executed Rehabilitation, Reconstruction, Elevation and Mitigation (RREM) or LMI Homeowners Rebuilding (LMI) Program grant agreement?
  • Is construction of your primary residence not yet complete?
  • Is your primary residence located in Atlantic, Bergen, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean, or Union county?
  • Are you a United States citizen or a qualified alien?
  • Do you have an executed lease for a rental property in New Jersey during the time of your primary residence's construction/
    rehabilitation/elevation?

I Can Answer "YES" to ALL of the Above. How Can I Apply?

Before you can apply, you must collect ALL necessary documentation. You will need:

 

  • Your RREM or LMI Program Grant ID Number
  • A valid executed lease for a rental property located in New Jersey during the time of construction/rehab/elevation of your primary residence
  • A valid driver's license/government-issued identification card for each homeowner
  • A social security card for each homeowner
  • Your landlord's name, their mailing address, phone number, and email address

Next Steps - Applying Online

To apply online, you will need access to a printer and scanner. 


To begin the online application process, proceed to the application link below.

  1. PRINT, SIGN and SCAN the "Applicant Certification"
    IMPORTANT UPDATE: Please be sure the version you have signed says "Revised 3-16-15" at bottom. If it does not, please reprint and sign. You may need to refresh your browser window to see the most up-to-date version.
  2. PRINT, SIGN and SCAN the "Authorization for Release of Information"
  3. SCAN ALL the required documents as individual files
     (Acceptable formats include PDF, JPG or PNG)
    • A valid executed lease for a rental property located in New Jersey during the time of construction/rehab/elevation of your primary residence
    • A valid driver's license/government-issued identification card and social security card for each homeowner
    • The signed "Applicant Certification" page (Revised 3-16-15)
    • The signed "Authorization for Release of Information" page
  4. COMPLETE the online application, including your RREM or LMI Grant ID Number
  5. UPLOAD all of the scanned documents to the online application
  6. Click "SUBMIT"
