Office of Carbon Emissions

Mission

The Office of Carbon Emissions (OCE) provides knowledge base and analytical services to profile, quantify and assess the state’s energy and carbon footprint including natural carbon sinks and climate adaptive capacities in support of an environmentally sound and sustainable energy future.

The OCE operates on the premise that “we cannot manage what we do not measure.”  It is the principle that applies to any global climate change response – whether it be a carbon tax, cap and trade system, or technology promotion, or other policy response. Once we really start taking stock of our emissions, we will find practical ways of reducing greenhouse gas (GHG) emissions. The context for providing data and resources out of OCE efforts is the two-pronged strategic approach of helping to “avoid the unmanageable (GHG mitigation) and manage the unavoidable (climate adaptation).
