Program Overview

An innovative energy technology (IET) is a new device or process developed to satisfy specific NJDEP regulatory requirements and has demonstrated at least on a bench or pilot scale to possess the ability to achieve greater environmental protection than commonly used energy technologies. However, when applying for NJDEP permit(s), the performance claim(s) of an IET must be independently verified as less polluting to the environment, more efficient, less resource intensive, and protective of human health.

The Office of Science, Advanced Research and Innovative Technologies (OSARIT) is leading the NJDEP's effort to encourage the development and use of innovative/emerging energy technologies in New Jersey that are economically feasible, scientifically plausible, and supported by stakeholders. This will be accomplished through a collaborative effort with NJDEP regulatory programs to adopt technology-specific technical guidance documents for assisting IET companies to yield performance data for developing independently verified performance claims to satisfy environmental regulations.

A scientifically administered verification process would allow the NJDEP regulatory programs to rely on an innovative/emerging energy technology’s independently verified claim(s) (from third-party verification entities acceptable to NJDEP) and develop expedited timeframes for the review and decision-making for acquiring permits or approvals associated with its use. To assist in this effort, OSARIT will collaborate with the respective NJDEP regulatory programs, verification entities, academia, technology incubators, and industry sectors to develop guidance documents with sound scientific and technical requirements.

OSARIT will assist companies wishing to obtain operating permits for innovative energy technologies for which there are no clear regulatory pathways. Also, through collaboration with academia and technology incubators, OSARIT will highlight new emerging energy technologies that appear promising to yield rapid advances in the energy sectors to allow New Jersey move toward a clean energy future while experiencing economic growth.
