Fund Stormwater Runoff Mitigation Projects
Much of the deterioration of the Bay can be traced to pollutants that run off from lawns and streets. If properly constructed, stormwater basins can filter much of this pollution.
The State identified and prioritized funding for projects designed to address nutrient pollution of Barnegat Bay from stormwater basins at the beginning of next fiscal year. Eligible projects include stormwater sewer repairs, stormwater basin retrofits, salt dome coverings, truck wash facilities, street sweeping/leaf collection equipment, septic management, and land acquisition. Many of the stormwater basin repairs are low-cost but highly effective re-grading and re-vegetation.
There are approximately 2,500 stormwater basins and facilities in the Barnegat Bay watershed, owned by the County, municipal and other entities. To improve stormwater management and decrease stormwater runoff into the Bay, the State will:
- Assess current function of stormwater basins: The DEP has leveraged existing data and processes to inventory, assess and prepare a plan for upgrades and improvements.
- Provide $17 million in grants for stormwater upgrades from the DEP State Revolving Funds (SRF).
- Prioritize Barnegat Bay projects. Each year, the DEP recommends projects to the New Jersey Environmental Infrastructure Trust (NJEIT) for the Trust to finance with zero-interest or low-interest loans. The DEP will prioritize Barnegat Bay projects among these recommendations. This longer-term funding is targeted at $100 million over the next decade.
- Prioritize State-owned stormwater basins in the Barnegat watershed: The DEP is working closely with the Department of Transportation on an existing Administrative Consent Order regarding DOT’s obligation to map, modify, and manage its existing facilities—prioritizing those in the Barnegat watershed.
