ADMINISTRATION SECTION (Loan Administration; Interim & Final Payments; Accounting System and Financial Management)
This section monitors the financial integrity for the following programs: New Jersey Environmental Infrastructure Financing Program (NJIFP) which includes federal and
state bond act monies, the Pinelands Infrastructure Fund, and the Sewage Infrastructure Improvement Act Program (SIIAP). This section is also responsible for
maintaining a continuous cash flow to recipients by reviewing interim and final payments, conducting interim and final accounting system reviews and assisting the
recipient in the overall financial management of the project.

OFFICE OF DATA MANAGEMENT (Loan Applications, Project Certifications, Financing Data Management)
This office is responsible for the management of the funding data, recording the Loan Applications received annually for the management use, preparing and reviewing the exhibits
loan amounts and conditions of the loan exhibits.
Also, coordinating with New Jersey Environmental Infrastructure Trust (EIT) on annual New Jersey Legislation Funding Bills, and its Bond Counselors and Finance
Management Company on loan amounts

CONSTRUCTION CONTROL SECTION (Construction Monitoring, Payment Approvals, Change Orders, Initiation of Operation, Supplemental
Funding)
The Construction Section assures the integrity of the construction and initial operational phases of projects funded through The New Jersey Environmental Infrastructure
Financing Program, The Pinelands Infrastructure Fund, Applicable Federal Grants and The Sewerage Infrastructure Improvement Act program. The section assists both public
and private funded entities. The section insures all program requirements are complied with during the construction of funded projects by monitoring construction,
payment, engineering and administrative activities. The section conducts inspections of funded projects to effectively monitor the construction phase to ensure that
projects are being properly constructed in accordance with the approved plans and specifications and all State and Federal requirements. The section also ensures
facilities achieve their designed benefit during initial operation. The section also assists with contract disputes and changes. The unit certifies payment requests are
for work which has been acceptably completed and also performs loan adjustments and technical review of construction contract change orders to ensure projects are
technically sound and in compliance with all State and Federal requirements.

OFFICE OF PROGRAM DEVELOPMENT (Project Priority System, Intended Use Plan, Project Priority List & Response Documents, SRF Annual Reports, Clean
Watersheds Needs Survey)
This Office develops and finalizes the element's annual Priority System, Intended Use Plan, Priority List, and Response Documents.
The office is also responsible for the preparation of the State Revolving Fund (SRF) Capitalization Grant applications and SRF Annual Reports,coordination with EPA in
negotiating grants, preparation of financing program rule proposals/adoptions, and the preparation of various communications documents such as press releases and
advisories.

Clean Watersheds Needs Survey (CWNS):
Additionally, this office is also responsible for the administering the Clean Watersheds Needs Survey (CWNS) for the State of New Jersey. This CWNS is a
comprehensive assessment of the capital needs to meet the water quality goals set in the Clean Water Act. Every four years, the states and EPA collect
information about:
- Publicly owned wastewater collection and treatment facilities
- Stormwater and combined sewer overflows (CSOs) control facilities
- Nonpoint source (NPS) pollution control projects
- Decentralized wastewater management
- Estuary management projects
The information collected in the CWNS about the above facilities and projects includes: estimated 20-years Capital needs, including costs and technical information, to
address a water quality or water-related public health problem; location and contact information for facilities and projects; facility populations served, flow, effluent,
and unit process information; NPS best management practices.
The result of this survey will provide Congress with a detailed estimate of the capital costs to construct, upgrade and/or expand publicly owned municipal wastewater
treatment facilities, and implement other activities necessary to comply with the requirements of the CWA including CSO corrections, storm water runoff control, and
nonpoint source pollution abatement. Congress uses these survey results to create the allotment formula for distributing State Revolving Fund (SRF) funding among the
