Any non-compliance with permit limitations, anticipated or unanticipated bypass, or violation as outlined in N.J.A.C. 7:14A-6.10 must be reported to the DEP Hotline at 1-877-WARN DEP (1-877-927-6337) within 2 hours of the event or knowledge of the event, or 24 hours depending upon the nature of the violation.
The Department also urges any facility experiencing non-compliance or anticipating such non-compliance to contact downstream water purveyors, their local department of health, and their Water Compliance and Enforcement inspector.

NJ Warn

The NJWARN is a statewide Water and Wastewater Agency Response Network (WARN) of “utilities helping utilities” to prepare for the next natural disaster or human-caused emergency. The purpose of the WARN is to provide a method whereby utilities can receive emergency aid and assistance in the form of personnel, equipment, materials, and other associated services as necessary from other water and wastewater utilities.

The USEPA views participation as a key component in promoting a resilient infrastructure which is a primary goal of the National Infrastructure Protection Plan. The backbone of the WARN concept is the Mutual Aid and Assistance Agreement. It is the Mutual Aid and Assistance Agreement where provisions for the network activation, reimbursement, liability, and other issues are mutually agreed upon by participating utilities. Participation in NJWARN is voluntary, there is no obligation to respond to a request, and there is no direct cost to be a member of the Network.
