Phragmites Reed Bed General Permit (4G)
This general permit authorizes the Phragmites reed bed system of sludge management which combines the action of conventional drying beds with the effects of aquatic plants upon waterbearing substrates. Sewage sludge from the treatment of sanitary wastewater is discharged to basins in which the reed grass Phragmites, or similar species, is cultivated to facilitate drying and treatment. The reed grass species has the ability to absorb water and convey oxygen to the sludge creating a favorable environment for further biological breakdown. Instructions for applying for a request for authorization to operate under this general permit are found in the Fact Sheet and in Part II (specifically, Condition B.3.b) of this master general permit.
