The New Jersey
Department of Environmental Protection's (NJDEP) Bureau
of Local Environmental Management (BLEM) oversees the administration
of the County Environmental Health Act (CEHA) program and the
State of New Jersey Noise Control Act.
As its primary function, BLEM administers the CEHA program by awarding grant funds on an annual basis to 21 CEHA certified county health agencies. NJDEP delegates its enforcement authority to these county health agencies in the environmental program areas of air pollution, safe drinking water, solid waste, noise and local hazardous-material emergency response. BLEM has also expanded the CEHA scope of programs to include special projects in air toxics, pesticides, underground storage tank inspections, right-to-know, coastal cooperative monitoring, freshwater bathing beach monitoring, idling and ambient surface water monitoring.
BLEM is responsible for oversight of the Noise Control Act, and through CEHA, delegates all enforcement of the Act to the certified county health agencies. BLEM also assists municipalities in the development and adoption of local noise ordinances.
