Underground Storage Tank Certification
There are two types of Underground Storage Tank (USTs) systems that require certification of individuals and business firms in order to do work related to the USTs: Regulated USTs and UST systems and Unregulated Heating Oil Tank (UHOT) systems.  Within this page you will find information separated for regulated and unregulated USTs.  Although it may appear to be duplicative information in some instances, the intent is to prevent any confusion in what is required to obtain individual and business firm certification. 

Regulated UST systems:

The New Jersey Underground Storage Tank (UST) regulations (NJAC 7:14B Subchapter 13) require that all personnel who install, close, test, and design corrosion protection systems for USTs must be certified.  Those certified in Subsurface Evaluation may continue to provide services at UST sites that had discharges occurring prior to November 4, 2009.   All owners/operators of USTs that are removed or closed in-place after November 4th, 2009 need to retain the services of a Licensed Site Remediation Professional (LSRP) to conduct subsurface evaluations and remediation. Information regarding the LSRP program can be found at http://www.nj.gov/dep/srp/.  As of May 7, 2012 LSRP’s are required for all discharge investigations.

The requirements for individual certification to perform work on regulated USTs are:

INSTALLATION (Entire System)

  • Minimum of 2 years experience performing installations with participation in at least 5 installations each year of experience, or 9 months experience with participation in at least 25 installations in that 9 month period
  • Completion of training approved by the manufacturer of the equipment installed by the applicant
  • Completion of a 40-hour health and safety training course

RELEASE DETECTION MONITORING

  • Minimum of 2 years experience performing release detection monitoring installations with participation in at least 5 installations each year of experience, or 9 months experience with participation in at least 25 installations in that 9 month period
  • Completion of training approved by the manufacturer of the equipment installed by the applicant
  • Completion of a 40-hour health and safety training course

CLOSURE

  • Minimum of 2 years experience performing closures with participation in at least 5 closures each year of experience, or 9 months experience with participation in at least 25 closures in that 9 month period
  • Completion of a 40-hour health and safety training course

TANK TESTING

  • Minimum of 2 years experience performing tank testing services with at least 5 tank tests each year of experience, or 9 months experience with participation in at least 25 tank tests in that 9 month period
  • Completion of training approved by the manufacturer of the testing equipment
  • Completion of a 40-hour health and safety training course

CATHODIC PROTECTION SPECIALIST

  • Applicant must have National Association of Corrosion Engineers (NACE) International certification in the category of Cathodic Protection Specialist

CATHODIC PROTECTION TESTER

  • Minimum of 2 years experience performing cathodic protection testing with participation in at least 5 tests each year of experience, or 9 months experience with participation in at least 25 tests in that 9 month period
  • Fulfillment of all requirements in accordance with the requirements of NACE International’s Certification Committee for the category of cathodic tester, corrosion technologist, or senior corrosion technologist
  • Completion of a 40-hour health and safety training course

Unregulated Heating Oil Underground Storage Tank (UHOT) Systems
The New Jersey Underground Storage Tank (UST) regulations (NJAC 7:14B Subchapter 16) require that all personnel who install, close, test, and design corrosion protection systems for UHOT systems must be certified.  Subsurface Evaluation certification is also needed to evaluate impacts caused by UHOT systems.

The requirements for individual certification to perform work on UHOT system are:

INSTALLATION (Entire System)

  • Minimum of 2 years experience performing installations with participation in at least 5 installations each year of experience, or 9 months experience with participation in at least 25 installations in that 9 month period, or  5 years experience with participation in at least 12 installations with no less than 2 installations each year of experience
  • Completion of training approved by the manufacturer of the equipment installed by the applicant
  • Completion of a 40-hour health and safety training course

RELEASE DETECTION MONITORING

  • Minimum of 2 years experience performing release detection monitoring installations with participation in at least 5 installations each year of experience, or 9 months experience with participation in at least 25 installations in that 9 month period, or 5 years experience with participation in at least 12 installations with no less than 2 installations each year of experience

  • Completion of training approved by the manufacturer of the testing equipment
  • Completion of a 40-hour health and safety training course

CATHODIC PROTECTION SPECIALIST

UST Individuals

1. May I perform tank services if I do not work for a certified firm?
NO!!!  The UST statute (N.J.S.A. 58:10A-24.1 et. seq.) and regulations (N.J.A.C. 7:14B-13 and 16) are very clear.  No individual may perform an UST service or a UHOT service unless they are full time employees of a firm Certified in the same categories [UST: N.J.A.C. 7:14B-13.1(e), UHOT: N.J.A.C. 7:14B-16.2(e)].  Firms may be certified if they meet the following requirements:

  • Possess Financial Assurance of no less than $250,000 for the mitigation or remediation of a discharge resulting from a service provided by the firm [UST:  N.J.A.C. 7:14B-13.3(b) and 13.8, UHOT: N.J.A.C. 7:14B-16.4(b) and 16.9]; and
  • Officers of the business firm are certified to provide UST or UHOT services [UST: N.J.A.C. 7:14B-13.3(b), UHOT: N.J.A.C. 7:14B-16.4(b)].

The regulations define 3 types of firms: sole proprietorships, partnerships, corporations.  Each type of business firm is required to be certified.

Example 1: Mr. Smith works by himself and is certified in the categories of closure and installation.  Mr. Smith has a contract to remove 2 tanks at The Big Chemical Co.  Mr. Smith fits the definition of a sole proprietor but has not become certified as such.  In this situation Mr. Smith may NOT perform tank services.

Example 2:     Mr. Smith works by himself and is certified in the categories of closure and installation.  Mr. Smith fits the definition of a sole proprietor.  Mr. Smith has acquired the required financial assurance and filed the application for firm certification - sole proprietorship.  Mr. Smith has a contract to remove 2 tanks at The Big Chemical Co.  In this situation Mr. Smith may perform tank services since both he and his firm is certified in the categories of service he is to perform.

2. What are the application closing dates and examination dates?
January 15th for the March exam and July 15th for the September exam.

3. Who do I make the check payable to?
All checks are made payable to Treasurer, State of New Jersey.

4. Is the training/refresher course on the department’s rules and regulations for underground storage tanks a prerequisite for the exam?
No.  It is not a required in order to be eligible for the exam.  However, it is required prior to renewal of a certification [UST: N.J.A.C. 7:14B-13.4 and 13.7(f), UHOT: N.J.A.C. 7:14B-16.5 and 16.8(f)]

5. I hold a certification with categories for regulated tanks; can I work on UHOT tanks?
Yes.  If you are certified for regulated tanks you can work on UHOT tanks in those same categories [N.J.A.C. 7:14B-16.1(b)]

6. Are Professional Engineers (PE) exempt from the examination?
Yes.  NJ Professional Engineers are exempt from examination for certification to work on regulated USTs and UHOTs.  [UST: N.J.A.C. 7:14B-13.4(b), UHOT: N.J.A.C. 7:14B-16.5(b)]  However, they are required to take the training/refresher course on the department’s rules and regulations for underground storage tanks within 1 year of initial certification and submit a copy of the course completion certificate [UST: N.J.A.C. 7:14B-13.4(d),  UHOT: N.J.A.C. 7:14B-16.5(c)].  This course is required for both their initial and renewal certifications. No other courses are acceptable. 

7. Are Master Plumbers (MP) exempt from the examination?
NJ Master Plumbers are exempt from examination for the categories Installation-Entire UST System, Closure and Tank Testing. This exemption applies to Waste Oil Tanks only [UST: N.J.A.C. 7:14B-13.4(c)].  In addition, they are required to take the training/refresher course  on the department’s rules and regulations for underground storage tanks within 1 year of initial certification and submit a copy of their course completion certificate [UST: N.J.A.C. 7:14B-13.4(d)].  This course is required for both their initial and renewal certifications.  No other courses are acceptable.

8. I recently became a NJ Professional Engineer, how do I receive the exemption for my existing Underground Storage Tank certification?
You must submit a request, in writing, to the Exams & Licensing Unit.  You must include a copy of your current NJ Professional Engineer license.  If you have received a renewal invoice for your UST certification, you should include a copy of your current NJ Professional Engineer license with your request.

9. Is a college degree required for certification?
A bachelors degree is required for the UHOT Subsurface Evaluation category [UHOT: N.J.A.C. 7:14B-16.5(a)7].  The degree must be from an accredited institution in a natural (earth, biological, or environmental) science or appropriate engineering discipline.

10. Can I reschedule my exam?
Yes, you may reschedule your examination one time. Your request must be in writing and either mailed or faxed to the Bureau of Licensing & Pesticides Operations. 

11. I didn’t pass the exam, do I need to complete another application in order to re-apply?
Yes.  A new application and current supporting documentation must be submitted.

12. Do I have to pay $375.00 each time I pass an examination?
No.  You pay for an initial certification once.  As you pass exams to add categories to your existing certification, a $30.00 modification fee is required. 

13. How long is the certification valid for?
The certificate term is three (3) years [UST: N.J.A.C. 7:14B-13.7(a), UHOT: N.J.A.C. 7:14B-16.8(a)].

14. Can I pay for my initial certification online?
Yes, Online payments can be made by accessing http://www.nj.gov/dep/online/.  AccessPay for a License” under the “Non-Registered Service” section of the web page. You must use the prefix of APPLICATION before entering the program interest number listed on your invoice.

15. If I hold an Underground Storage Tank certification, can I work on my own?
No.  Individuals holding this certification must be working for a business firm certified in the same categories [UST: N.J.A.C. 7:14B-13.1(e), UHOT: N.J.A.C. 7:14B-16.1(e)] .  A business firm may be a Sole Proprietorship, Partnership or Corporation and must be certified by the Department [UST: N.J.A.C. 7:14B-13.3(b), UHOT: N.J.A.C. 7:14B-16.4(b)] .

16. Who should I notify of my address change?
You should contact the Bureau of Licensing & Pesticides Operations, in writing. It is important to keep your address current in our files to ensure that you receive the renewal form for your certification.

17. I changed my name, who should I notify?
You should contact the Bureau of Licensing & Pesticides Operations, in writing; include a copy of the documentation authorizing the name change.  Unless this request is being submitted during the renewal of your certification, you must submit a fee of $30.00 in order to receive a certification reflecting your name change.

18. I already hold a certification and just passed an exam for another category.  Can I pay for this online?
No, you must pay this invoice through the mail.

19. I moved and never received my renewal form.  What should I do?
Photocopy your current certificate, make a notation of your address (for verification in our files), send the copy along with your $375 payment to the Bureau of Licensing & Pesticides Operations.  You should include a copy of the training/refresher course completion certificate.  This is a requirement for renewal. 

20. What courses are required for the renewal of my certification?
As a condition for renewal of certification, all certified individuals shall attend annual eight-hour health and safety refresher courses, required by 29 C.F.R. 1910.120(e)(8) [UST: N.J.A.C. 7:14B-13.6(a),  UHOT: N.J.A.C. 7:14B-16.7(a)].

As a condition for renewal of certification, all certified individuals shall complete a Department-approved training course on the Department’s rules and regulations concerning underground storage tanks within one year prior to renewal [UST: N.J.A.C. 7:14B-13.6(b),  UHOT: N.J.A.C. 7:14B-16.7(b)] .  No other courses are acceptable.

21. How often is the training/refresher course on the department’s rules and regulations for underground storage tanks required?
All certified individuals, including Profesional Engineers and Master Plumbers,  must attend this course within one year prior to the expiration date on their certification [UST: N.J.A.C. 7:14B-13.4(d),  UHOT: N.J.A.C. 7:14B-16.5(c)], [UST: N.J.A.C. 7:14B-13.4(c)].  A copy of the course completion certificate should be sent to the Bureau of Licensing & Pesticides Operations. No other courses are acceptable.

Professional Engineers and Master Plumbers are also required to attend this course within the year of their initial certification [UST: N.J.A.C. 7:14B-13.6, UHOT: N.J.A.C. 7:14B-16.7].   A copy of the course completion certificate should be sent to the Bureau of Licensing & Pesticides Operations. No other courses are acceptable.

22. Where should I send a copy of the certificate of completion for the course on the department’s rules and regulations for underground storage tanks?
You should submit a copy of the completion certificate to the Bureau of Licensing & Pesticides Operations.

23. Is anyone exempt from the training/refresher on the department’s rules and regulations concerning underground storage tanks course?
No.  All certified individuals must take the course on the department’s rules and regulations within the year prior to the expiration date on their certification [UST: N.J.A.C. 7:14B-13.6, UHOT: N.J.A.C. 7:14B-16.7].  No other courses are acceptable. 

24. Can I renew my certification without taking the training/refresher course?
Payment for certification renewal should not be submitted until all renewal requirements are fulfilled.  This course, as well as the Health and Safety training, are renewal requirements. [UST: N.J.A.C. 7:14B-13.6, UHOT: N.J.A.C. 16.7].

25. I am a Professional Engineer/Master Plumber and received an invoice reflecting a zero (0) balance due.  What should I do with it?
The invoice is to notify you that your certificate is due for renewal.  The invoice reflected a zero (0) balance because you are exempt from the fee.  In order to renew the certification, the form must be returned to the Bureau of Licensing & Pesticides Operations as acknowledgement and authorization. Note:  As a condition for renewal, all certified individuals shall complete a Department approved training course within one year prior to renewal. No other training courses are acceptable.

26. My certification has expired. Can it still be renewed?
Your certification may be renewed within 90 days of the expiration date, provided you have taken the training/refresher course on the department’s rules and regulations and fulfilled all renewal requirements.  You must submit a copy of the course completion certificate to the Bureau of Licensing & Pesticides Operations. Otherwise, you will need to re-apply for certification.  During the 90-day “grace” period, you are not certified and may not perform services on an UST or UHOT [UST: N.J.A.C. 7:14B-13.7(d), UHOT: N.J.A.C. 7:14B-16.8(d)]. 

27. I am unable to take training/refresher on the department’s rules and regulations concerning underground storage tanks course until after my certificate expires.  What should I do?
You must complete the course, submit a copy of the course completion certificate to the Bureau of Licensing & Pesticides Operations, and renew your certification within 90 days of the expiration date. Otherwise, you will need to re-apply for certification.  

28. I lost my certification card. How do I get a replacement?
You must submit a written request to the Licensing Unit along with a check in the amount of $30.00.

29. Can I renew  my certification online?
Yes, those that are required to pay a renewal fee can make payments online.  Access “Pay for a License” under the “Non-Registered Service” section of the web page.  Prior to making payment, all required documentation for renewal must have been submitted to the Licensing Unit.

30. When will I get my renewed certification?
Once your check has been cashed, you should receive your new certification within 2.5 weeks.

31. How do I renew my certification?
Approximately 80 days prior to the expiration date on your certification, you will receive a renewal invoice.  If you have not previously submitted the course certificate which is required for renewal, submit a copy of your course certificate indicating that you have completed the
training/refresher on the department’s rules and regulations concerning underground storage tanks with your payment for your certification. No other training courses are acceptable.


UST Business Firms

32. What are the requirements to certify my business firm certified?
You must complete form ADM-275A for initial certification.

One or more of the business firm’s officers must hold a current NJ Underground Storage Tank Certification in the same categories being requested by the business firm.  A business firm can only be certified in the category(s) held by its officers [UST: N.J.A.C. 7:14B-13.3(b), UHOT: N.J.A.C. 7:14B-16.4(b)].

Proof of current insurance.  A minimum of $250,000 of financial responsibility for the cleanup and mitigation of a discharge of hazardous substances as a result of the performance of a certified activity [UST: N.J.A.C. 7:14B-13.3(b), UHOT: N.J.A.C. 7:14B-16.4(b)].

33. How long will it take to get my business firm’s initial certification?
Normally, you should receive the business firm’s certification about 1 week after the application has been received.

34. What are the fees required for a business firm?
The application/modification/renewal fee is $50 if a new certificate will need to be sent to the business firm.   Certificates for additional office locations require a $15 fee for each additional certificate.

35. How long is the business firm’s certification valid for?
The certificate term is three (3) years [UST: N.J.A.C. 7:14B-13.7(a), UHOT: N.J.A.C. 7:14B-16.8(a)].

36. Do I need certificates for additional offices?
Yes.  A business firm must display an original certificate at each of its business locations [UST: N.J.A.C. 7:14B-13.1(c), UHOT: N.J.A.C. 7:14B-16.2(c)].

37. Our certifying officer left the company.  Who do we notify?
The Department must be notified by the Business Firm within 3 business days of the officer leaving the company [UST: N.J.A.C. 7:14B-13.1(j), UHOT: N.J.A.C. 7:14B-16.2(j)].  You must complete form ADM-275A in its entirety for a modification, include proof of current insurance, and include a $50 fee if a new certification will need to be issued as a result changes made to the business firm’s certification.  You should review the requirements for certification to insure that the business firm meets the requirements to remain certified. 

38. Our certifying officer failed to renew their certification.   Who do we notify?
The Department shall withdraw the Business Firm’s certification if an officer’s certification is not renewed [UST: N.J.A.C. 7:14B-13.1(j), UHOT: N.J.A.C. 7:14B-16.2(k)].  You must complete form ADM-275A, naming a new officer within 30 days of the expiration, in its entirety for a modification, include proof of current insurance, and include a $50 fee if a new certification will need to be issued as a result changes made to the business firm’s certification.  You should review the requirements for certification to insure that the business firm meets the requirements to remain certified. 

39. I am listed as a certifying officer of a business firm but no longer work there.   Who do I notify?
You should notify the Bureau of Licensing & Pesticides Operations, in writing.  Please be sure to identify the business firm, including its certification number. 

40. Our business firm no longer wishes to be certified.  Who do we notify?
If your business firm is up for renewal, you need to do nothing.  Otherwise, return your original certificate and written correspondence indicating that the business firm no longer wishes to be certified.

41. Our business firm is no longer eligible to be certified.  Who do we notify?
If your business firm is up for renewal, you need to do nothing.  Otherwise, within 3 days of losing eligibility return your original certificate and written correspondence indicating that the business firm no longer wishes to be certified.

42. How do I make changes to my existing business firms certification?
You must complete form ADM-275A in its entirety, for a modification, include proof of current insurance, and include a $50 fee if a new certification will need to be issued as a result of the changes. You should review the requirements for certification to insure that the business firm meets the requirements to remain certified. Please note that the business firm’s information will be updated based on the information provided on the ADM-275A.

43. How do I renew my business firm’s certification.
Approximately 80 days prior to your business firm’s certification, you should receive a renewal invoice and form ADM-275A.  The ADM-275A is also available on the web site.  You should review the requirements for certification to insure the business firm meets them.  You must return your invoice with your renewal fee, complete and submit, in its entirety, form ADM-275A for a renewal and include a current copy of your insurance. Please note that the business firm’s information will be updated based on the information provided on the ADM-275A.

44. How long will it take before I receive my business firm’s renewed certification?
Normally, once the business firm’s check is cashed you should receive the certificate within two weeks provided you have submitted form ADM-275A along with proof of insurance and there are no discrepancies/inconsistencies/errors on the form.  You will be notified, in writing, what issues need to be resolved in order to be issued a certificate. 

45. Are there instances when I don’t need to send payment with the ADM-275A form?
Yes, only when you make a modification or change to information that does not appear on the business firm’s certificate.  For example: a change of telephone number.
