Description:
Abstract:
The New Jersey Forest Fire Service (NJFFS), a division of the New Jersey Departmental of Environmental Protection (NJDEP), has developed this Wildfire Fuel Hazard data based upon NJDEP's 2002 Land Use/Land Cover (LU/LC) datasets and NJDEP's 2002 10-meter Digital Elevation Grid datasets.
The NJFFS took the NJDEP Modified Anderson Land Use/Land Cover Classification System 2002 and assigned Wildfire Fuel Hazard Rankings to it. The ranking system is as follows: 0 = Water, 1 = Low, 2 = Moderate, 3 = High, 4 = Very High, 5 = Extreme, 6 = Urban, 7 = Agriculture, 8 = Barren Land.
The NJFFS used NJDEP's 2002 10-meter Digital Elevation Grids and calculated areas of 30% or greater slope throughout New Jersey. For areas of Wildfire Fuel Hazard 1 to 4 (i.e. Low to Very High) that were coincident with areas of 30% or greater slope, the Wildfire Fuel Hazard Ranking was increased by 1 value (i.e. Low was increased to Moderate, Moderate to High, etc.). For areas of Wildfire Fuel Hazard 0, and 5-8, the Wildfire Fuel Hazard Ranking remained the same.
Once the LU/LC was coded according to Wildfire Fuel Hazard, taking into account 30% or greater slopes, the data was divided up by County. The project began in March 2009 and was completed in May 2009.

To provide information for NJ Forest Fire Service personnel, government agencies, and others interested in assessing Wildfire Fuel Hazard throughout New Jersey.

The 2002 LU/LC was created by comparing the 1995/97 LU/LC layer from NJ DEP's geographical information systems (GIS) database to 2002 color infrared (CIR) imagery and delineating areas of change. Work for this data set was done by Aerial Information Systems, Inc., Redlands, CA, under direction of the New Jersey Department of Environmental Protection (NJDEP), Bureau of Geographic Information System (BGIS). LU/LC changes were captured by adding new line work and attribute data for the 2002 land use directly to the base data layer. All 1986 LU/LC polygons and attribute fields were removed from this update, however, all 1995/97 LU/LC polygons remain in this data set, so change analysis can be undertaken from this one layer. The classification system used was a modified Anderson et al., 2002 classification system. An impervious surface (IS) code was also assigned to each LU/LC polygon based on the percentage of impervious surface within each polygon as of 2002 and 1995/97. Minimum mapping unit (MMU) is 1 acre.

A lattice is the ESRI GRID raster file generated from USGS DEM files. Digital Elevation Model (DEM) is the terminology adopted by the USGS to describe terrain elevation data sets in a digital raster form. The standard DEM consists of a regular array of elevations cast on a designated coordinate projection system. The DEM data are stored as a series of profiles in which the spacing of the elevations along and between each profile is in regular whole number intervals. The normal orientation of data is by columns and rows. Each column contains a series of elevations ordered from south to north with the order of the columns from west to east.
The DEM supplied from USGS is formatted as one ASCII header record (A- record), followed by a series of profile records (B- records) each of which include a short B-record header followed by a series of ASCII integer elevations per each profile. The last physical record of the DEM is an accuracy record (C-record).
7.5-minute DEM (10-meter x 10-meter data spacing, cast on Universal Transverse Mercator (UTM) projection) were merged and clipped to the watershed boundary for this data set.
A lattice can be used as source data to create other layers which require elevation information. Examples of layers which can be derived from a lattice include aspect, contour, hillshade, slope, flow accumulation and flow direction. It can also serve as source data for applications such as volumetric analysis, for site location of towers, or for drainage basin delineation. The DEM data was purchased by the NJ Division of Watershed Management from the USGS in 2001.

NJDEP's 2002 Land Use/Land Cover datasets were downloaded from the NJDEP website by WMA. A "FUELHAZD" attribute field was added to each shapefile and the applicable Wildfire Fuel Hazard Ranking (0 = Water, 1 = Low, 2 = Moderate, 3 = High, 4 = Very High, 5 = Extreme, 6 = Urban, 7 = Agriculture, 8 = Barren Land) was calculated into the FUELHAZD field for each land use/land cover polygon.

NJDEP's 2002 10-meter Digital Elevation Grid datasets were downloaded from the NJDEP website by WMA. A model was setup to run 3 processes for each WMA using tools from Spatial Analyst. First, slope was calculated and a new raster dataset produced. Second, the slope dataset was reclassified into 2 values: 0 = slopes less than 30% and 1 = slopes equal to or greater than 30%. Third, this reclassified raster dataset was converted to features (i.e. polygons) in the form of a shapefile.
