Abstract:

This data identifies those sites where groundwater contamination has been identified and, where appropriate, the NJDEP has established a Classification Exception Area (CEA). CEAs are institutional controls in geographically defined areas within which the New Jersey Ground Water Quality Standards (NJGWQS) for specific contaminants have been exceeded. When a CEA is designated for an area, the constituent standards and designated aquifer uses are suspended for the term of the CEA.

Purpose:

The CEA (Polygon) coverage was developed to provide information regarding the spatial extent of groundwater contamination within designated Classification Exception Areas (CEAs) and Well Restriction Areas (WRAs). This data, in its geographic format, is intended to provide information to the public regarding areas of contaminated groundwater to aid in new well placement and installation. A public understanding of where groundwater is known to be contaminated can help prevent inappropriate well placement, preventing potential health risks and can minimize unintended contaminant plume migration.

Additional Information and Reporting Errors
For additional CEA and site information, try the following: While in NJ GeoWeb, make the Known Contaminated Sites both visible and active. Use the "identify" tool and select the KCSL site within or adjacent to the CEA. The Query/Selection Results should contain a KCSL name that matches the CEA name. Copy the "PI Number" value from the Query/Selection Results. Next, use NJDEP's Data Miner online reporting tool at <http://datamine2.state.nj.us/dep/DEP_OPRA> . On this page, use the "Search for Regulated Sites by ID Number " query tool. Select "Site Remediation" in the program dropdown and in the "Program Interest ID" window, enter the "PI Number" from above. Once the record is displayed, select the "report" column dropdown and select "SRP Site Detail". The Site Detail Report will contain a CEA Fact Sheet and Case Oversight reports. If it turns out that the KCSL GIS layer does not have a point at or adjacent to the CEA, try the Data Miner "Search for Regulated Sites by Name" or sites by location. The PI number needed to get the additional data is available in both reports.

Starting in 2009, the NJDEP incorporated polygons obtained as electronic files from responsible parties or their environmental consultants. These files are based upon well coordinates obtained by licensed surveyors who achieve horizontal accuracy of less than 1 foot. It must be kept in mind that the polygons themselves are predictions of maximum contaminant migration, but the Site Remediation Program has required that electronic submissions not vary from the true CEA position by more than +/- 5 feet.

All entity data as well as the horizontal extent of the CEA is drawn from, and updated from, one of several reports and memos created during a site clean-up . Please note each entity entry contains source scale value within the "scale" attribute.

Authorship of the CEA GIS polygons are now from two sources. 1. Starting in 2009, the NJDEP incorporated polygons obtained as electronic files from responsible parties or their environmental consultants. 2. Prior to 2009 or when electronic files are not available, NJDEP personnel use paper maps supplied by responsible parties to render a polygon.
Polygons are produced either by a "heads-up" digitizing method or by reference to the coordinates of surveyed wells. Heads-up digitizing matches reference points visible on a paper map, such as sidewalks and building corners (or alternately field measurements from unsurveyed control points) with the same points visible on NJDEP digital ortho-photoquads. Depending on the date a CEA was mapped into GIS, heads-up digitizing may have used ortho-photoquads as old as 1991 or as recent as 2007. Reference to surveyed wells method uses coordinates from a survey as the point from which polygon lines are rendered based upon the predicted migration extent.
While a +/- 5 feet accuracy standard is required by the Site Remediation Program web guidance for GIS submittals, it must be kept in mind that the CEA itself is a prediction of contaminant migration from the surveyed point.
CEA maps are produced in compliance with N.J.A.C. 7:26E-8.3(b) which requires a polygon showing the predicted extent of contaminant migration. The CEA polygon is often ellipsoid in nature but a variant method is to adopt tax parcel boundary(ies) which contain the predicted contaminant extent. Attribute information for the polygons are provided by Responsible Parties whose sites contain a CEA. The information describing the characteristics of that CEA includes contaminants present in excess of ground water quality standards, expected duration of the CEA, municipal block and lots effected, etc.
It should be noted that certain archaic attribute information is in the process of being eliminated and the user may notice that null values are present in some attribute fields.

Contaminants of concern within a CEA record are described in one of two ways, either in a field named for the contaminant (eg. benzene) or listed in a general contaminant field (eg. VO) The most common contaminants and contaminants of special interest each have a specific field allowing for quick, simple querying to check for their presence. A 'Yes' entered in a specific contaminant field denotes the existence of that contaminant above ground water quality standard within this CEA boundary. An empty field denotes that the contaminant is not of concern at this location. If a contaminant is of concern within a CEA but does not have a dedicated field than that contaminant name is listed in the most appropriate contaminant class field.
