COMBINED SEWER OVERFLOW
PLANNING & DESIGN GRANTS
(Sewage Infrastructure Improvement
Act)
PURPOSE OF FUNDING
The Sewage Infrastructure Improvement Act is designed
to address point and nonpoint sources of pollution
discharged from stormwater sewer systems and combined
stormwater and sanitary sewer overflows. Planning and
design grants for dry weather overflow elimination
and solids/floatables reduction are available to assist
local government units with the Act's requirement to
provide appropriate abatement measures at any combined
sewer overflow (CSO) point.
SOURCE OF FUNDING
Planning and design grants are available through the
Stormwater Management and Combined Sewer Overflow Abatement
Bond Act of 1989. Low‑interest loans for
construction activities are available through the New
Jersey Environmental Infrastructure Financing Program.

WHO IS ELIGIBLE
Local government units, including municipalities and public sewerage or utility
authorities, may be eligible.
QUALIFICATIONS REQUIRED FOR
CONSIDERATION
Any local government unit that operates or controls
a combined sewer may submit an application to the DEP
for up to 90% of the allowable planning or design costs
to be incurred.
GRANT LIMITATIONS
Local unit must provide at least 10% of the total
project cost.
APPLICATION PROCEDURES
Awards are based on a completed application, the amount
of available funds and the project's impact on existing
water quality and use.
APPLICATION DEADLINE
The DEP establishes application deadlines and transmits
them to interested parties throughout the state
by public notice or through a Priority System/List
document.
