The Borough of Red Bank will hold a hearing to receive public comment regarding the Borough's proposed amendment to their Recreation and Open Space Inventory (ROSI). The Borough is requesting permission to remove two Borough owned properties from their ROSI: a portion of Block 8, Lot 1 (0.25 Ac. of the Maple Cove parking Lot) and the entire Block 8, Lot 4 (0.43 Ac. Library Parking Lot). The Borough contends that both parking lots were listed on the ROSI in error as neither parking lot was acquired to be used solely for park parking. The Draft 2013-2017 New Jersey Statewide Comprehensive Outdoor Recreation Plan (SCORP) is available for review and comment, prepared by NJDEP's Green Acres Program. The plan will guide the expenditure of state and federal funds for open space and recreation projects. The preparation of the SCORP maintains the State's ability to receive funding from the Land and Water Conservation Fund (LWCF) which is administered by the National Park Service. New Jersey has received over $120 million from the LWCF which has been used to preserve over 75,000 acres of land and build 237 park and recreation projects statewide. The Township of Piscataway, in accordance with N.J.S.A 40A-13.5 et seq. and N.J.A.C. 7:36-26.11 of the Green Acres regulations, has filed a request with the New Jersey Department of Environmental Protection, Green Acres Program, proposing to divert and dispose a total of approximately 0.64 acres of parkland (the "Park") situated within Block 11309, Lot 11.09 on the tax maps of the Township of Piscataway, Middlesex County, for the construction of a proposed local roadway as part of adjacent highway improvements for New Jersey Department of Transportation project Route 18 Extension, Section 3A. The proposed local roadway, Stockton Street, will connect Hoes Lane West to Buena Vista Avenue along the alignment of an existing paper street. This construction will provide connectivity within the local street network that will enhance both the traffic flow as well as vehicular and pedestrian safety. A proposed sidewalk along Stockton Street will allow access to an adjacent community center currently under development and existing public facilities nearby. The diversion involves 0.64 acres of Green Acres encumbered land, including 0.32 acres of right-of-way for Stockton Street and 0.32 acres east of Stockton Street that will no longer be contiguous with the remaining area of the Green Acres parcel. An 0.16-acre temporary construction easement for side slopes and construction access will be west of the diversion. As compensation for the Diversion, the Township of Piscataway promises to provide replacement land in accordance with N.J.A.C. 7:36-26.10. Hearing to solicit preliminary comment from the public on the intention of the Board of Chosen Freeholders of the County of Passaic to seek the approval of the New Jersey State House Commission to dispose or divert an approximate one-third acre of Passaic County-owned land immediately adjacent to 100 Dey Road in the Township of Wayne to that adjacent property owner (Vision Research).

The purpose of this proposed disposal or diversion is to provide that land owner with much needed parking for its employees and/or visitors. This small parcel, while technically part of the Passaic County-owned Golf Course known as Preakness Valley Golf Course, is several hundred yards from the outskirts of the Course and physically separated from the remainder by Dey Road. This land, however, is part of the County of Passaic's open space inventory and, as such, is subject to the NJDEP Green Acres Program requirements.

The Major Diversion Application is for the construction of a portion of an overhead electric transmission line as a part of the Roseland to Susquehanna Overhead Electric Transmission Project. One of the properties to be crossed is a 5.53 acre site, designated as Block 320, Lot 9; an additional property to be crossed is an 11.0 acre site, designated as Block 335, Lot 4 on the Township of Jefferson, Morris County, New Jersey tax map. PSE&G is proposing the new line to comply with a directive from PJM Interconnection, L.L.C. (PJM) in order to ensure continued compliance with the regional electric transmission reliability. TAKE NOTICE that the Texas Eastern Transmission, L.P. (the "Applicant") has filed a request with the New Jersey Department of Environmental Protection, Green Acres Program, (the "Department") proposing to divert a total of 0.93 acres of parkland at Liberty State Park through the grant of a 20-year lease in connection with the Applicant's New Jersey-New York Expansion Project (the "Project".) The Project is the subject of an application for a Certificate of Public Convenience and Necessity now pending before the Federal Energy Regulatory Commission in Docket CP11-56-000.
