COASTAL GENERAL PERMIT 18 – Bulkhead construction and placement of associated fill
The Coastal General Permit 18 authorizes construction of a bulkhead and associated fill at a single family/duplex lot on a natural water body. This general permit does not authorize activity in Coastal Wetlands. Particulars for this general permit include the following:
- Legally existing functional bulkheads must be located on the adjacent lots and be no more than 75 feet apart;
- The bulkhead is located at or above the spring high water line;
- The bulkhead is a minimum of 5 feet inshore of any wetlands;
- The bulkhead is not on a dune or oceanfront beach;
- Clean fill from an upland source is used for backfill;
- The bulkhead must not be farther waterward than the bulkheads on the adjacent properties;
- Bulkheads subject to wave run up forces (V-zones) must be designed and certified by a professional engineer;
- Riprap may be placed at the toe of the bulkhead if the Department determines it is required to limit scour potential;
- Public access is required in accordance with N.J.A.C 7:7E-3.50 and 8.11, unless N.J.A.C. 7:7-7.18(a)11i applies to your project.
