The Bureau of Coastal Engineering (BCE) applies to the Division of Land Use Regulation (DLUR) for all required state permits for shore protection projects. DLUR ensures that all shore protection projects are consistent with the state’s Freshwater Wetlands Protection Act and Coastal Zone Management Program which includes; Coastal Area Facilities Review Act, Waterfront Development Act and Wetlands Act of 1970 in addition to issuing Water Quality Certificate compliance. Coastal Engineering utilizes the Coastal Zone Management Rules for basic policy direction in its planning and management actions in the coastal zone. BCE also coordinates with DLUR on all federal shore protection projects in which BCE is the local sponsor, determining consistency with the Coastal Zone Management Rules and Water Quality Certificate standards.
