PROGRAM DESCRIPTION:

The Certified Local Government (CLG) program is a federal program pass-through to assist local government in their efforts to identify, evaluate and protect historic and archaeological resources on the local level. To become eligible for this program, a municipality must adopt a historic preservation element in their master plan, establish a commission and implement a local ordinance that contains a process for identification and protection of resources.  CLG’s are eligible to apply for federal matching grants to assist in their efforts.

The program works in partnership with the National Park Service to implement the state’s historic preservation program.  Federal program areas include the New Jersey and National Register of Historic Places, Investment Tax Credits, Section 106 of the National Historic Preservation Act, preservation planning, and the certified local government program. 

The office also provides a regulatory function and provides technical assistance the Land Use regulation program for Freshwater Wetlands permitting, Coastal Area Facilities Review Act (CAFRA), and Executive Order 215 (concerning Historic Preservation).

Under the Register of Historic Places Act, the office receives application for project authorizations where undertakings of state, county or local government may encroach upon resources listed in the Register of Historic Places.

MONETARY ASSISTANCE PROVIDED:

PERMITTING RESPONSIBILITIES: 

The office provides technical assistance on the following, CAFRA, Freshwater Wetlands and EO 215.  The office is also responsible for the implementation of Section 106 of the National Historic Preservation Act which regulates actions permitted, funded, and/or licensed by any agency of the federal government.  In addition, the office administers the
NJ Register of Historic Places Act concerning the encroachment review and applications for project authorization affecting registered historic resources.
