PROGRAM DESCRIPTION:
Noise enforcement is coordinated through the department’s Office of Local Environmental Management (OLEM), which acts as a liaison to the New Jersey Noise Control Council and county and municipal agencies. The OLEM is responsible for oversight of the Noise Control Act, and through the County Environmental Health Act (CEHA), delegates noise enforcement responsibilities to certified county health agencies. Furthermore, municipalities with approved noise control ordinances may conduct noise investigations and enforcement.
In addition, Rutgers University offers free technical advice to county and municipal officials through its Noise Technical Assistance Center and offers three-day noise certification and one-day recertification courses. For more information call (732) 932-9800 ext. 6137.
OLEM also assists municipalities in the development and adoption of local noise ordinances, and directs complainants to appropriate local noise control officials.
MONETARY ASSISTANCE PROVIDED:
No monetary assistance is provided. However, the County Environmental Health Act (CEHA) Program providea grant money to designated county health offices for the purpose of supporting environmental health services, including noise pollution control. This program can provide free on-site compliance assistance upon request to determine regulatory compliance under the department’s Greenstart program.
