The Division of Policy Implementation and Watershed Restoration develops land use regulations required for the permitting of activities in freshwater and coastal wetlands, the Highlands preservation area, flood hazard areas, the coastal zone, and tidelands, as well as federal Coastal Zone Management determinations; and oversees the Department’s watershed protection and restoration plan development and implementation, the federal 319 nonpoint source pollution control grant program and citizen education activities.

The Rule Team is charged with incorporating common sense principals into the Department’s land use rules and regulations. They are also incorporating efficiencies into the permitting process through the concept of E-permitting, by streamlining administrative processes, establishing consistencies between regulations, and developing new Permits-By-Rule and General Permits. Watershed Restoration

The Watershed Restoration Section administers the federal Section 319(h) watershed restoration grant program, conducts and facilitates watershed-related outreach and education across the state, and coordinates reporting requirements of New Jersey’s nonpoint source pollution control successes to USEPA.
