Campbell Announces New Deputy
(03/38) TRENTON - Bradley M. Campbell,
Commissioner of the New Jersey Department of Environmental
Protection (DEP), today announced the appointment of Joanna
Dunn Samson as the Department's Deputy Commissioner.
"Joanna is an ideal choice for Deputy
Commissioner and I'm very pleased that she has agreed to
serve in this important position," said Commissioner
Campbell. "The depth and breadth of her professional
experience, coupled with her previous service to the department,
places her in a unique position to implement our policies
and achieve the environmental objectives of New Jersey."
Ms. Dunn Samson is an attorney with more
than 20 years of experience working with both the public
and the private sectors in the development and implementation
of significant environmental projects. Her experience includes
working with municipal redevelopment a gencies and private
developers in the remediation and redevelopment of brownfields,
hazardous waste site remediation, and projects involving
historic preservation. She has worked with private entities
in the planning and development of cogeneration and power
facilities, and represented local governmental entities
on projects involving privatizing municipal water and sewer
systems.
During the late 1980's to the mid-1990's,
Ms. Dunn Samson was an active participant in the evaluation,
development, procurement and financing of complex infrastructure
projects and public-private partnerships involving utilities,
waste to energy, landfill and recycling projects that were
sponsored by, among others, the city of Philadelphia, Bergen
County, Essex County, Hudson County and Middlesex County
and the city of Independence, Missouri. She returns to the
New Jersey DEP after serving as a project specialist in
the early 1990's, assisting counties and their implementing
public authorities in identifying and creating opportunities
for regional solid waste systems. She also helped implement
the resource recovery loan program and in evaluating the
finance and rates of solid waste facilities.
In addition to the city of Philadelphia
and the New Jersey Department of Environmental Protection,
Ms. Dunn Samson has been affiliated with McManiman &
Scotland; DeCotiis, FitzPatrick & Gluck and Wolff and
Samson. She is a member of the New Jersey, Pennsylvania
and Connecticut bars.

department to work with Commissioner Campbell and my former
colleagues on matters vital to the preservation of New Jersey's
environment," said Ms. Dunn Samson. "It is a privilege
on both a professional and personal level."
Ms. Dunn Samson is the wife of former Attorney
General David Samson.
