Power Generation-Alternative Fuels
SAGE is leading a coordinated effort to develop a technical guidance document that defines the technical and regulatory requirements for companies wishing to acquire NJDEP permits for the construction and operation of systems that manufacture alternative fuels from biomass and municipal solid waste (MSW) feedstocks for power generation. The document will outline the required scientific and technical data for verifying the performance claims of the technologies are in compliance with the respective NJDEP regulatory standards, and full scale commercial operations have public support.
Emerging biochemical and thermochemical processes that convert biomass and MSW feedstocks directly into useable liquid and gaseous alternative fuels seem promising. Also, there are processes that convert these feedstocks into solid fuels, which can be utilized in anaerobic digestion and gasification processes, for example, to be converted into liquid and gaseous fuels. However, to obtain NJDEP permits, companies that manufacture alternative fuels must demonstrate, through independent third party verification, that their processes satisfy the applicable regulatory standards.
Other NJDEP regulatory programs are part of this coordinated effort are the Division of Air Quality, Solid and Hazardous Waste Management, Division of Land Use Regulation, and Office of Permit Coordination and Environmental Review. Other state agencies that will become part of this collaborative effort, especially for the manufacture of alternative fuels from sustainable biomass feedstocks, are New Jersey’s Board of Public Utilities (BPU) and Economic Development Authority (NJEDA).
