Staff Contacts
The Office of Brownfield Reuse offers expertise in all aspects
of brownfield remediation and reuse, with staff members serving
as resources for municipalities, businesses, developers and
community groups interested in remediating and reusing brownfield
sites for open space, housing, businesses, commercial development
and public purposes. Generally, staff work in designated areas
of the state as indicated below, however, all staff are happy
to answer general questions and welcome your inquiries.

Tim is responsible for managing the staff that administers all
of the brownfield incentives in which NJDEP plays a role.
Brownfield ReDevelopment Areas
- North Central/East Region – Anthony

Oversees projects in Hudson, Middlesex, and Union Counties,
and is the project manager for the Elizabethport (Elizabeth),
Chrome Waterfront (Carteret), Waterfront Development (Perth
Amboy), Sayreville Waterfront, Central Business District (Rahway)
and Keasbey Redevelopment (Woodbridge) BDAs.
- Northeast Region - Stephen

Oversees projects in Essex and Hudson Counties, and is the project
manager for the Lister Avenue (Newark), Route 440 Corridor (Bayonne),
Harrison Waterfront, Grand Jersey (Jersey City), Central Valley
(Orange/West Orange), and Central Business District (Plainfield)
BDAs.
- Central Region – Ian

and is the project manager for the Keyport Waterfront, West
Lake Avenue (Neptune City), Springfield Avenue (Asbury Park)

for the North Camden, Cramer Hill (Camden), Route 73 South (Palmyra)
and Pennsauken Waterfront BDAs.

project manager for the Great Falls Historic District (Paterson),
Seaport Village (Belmar) and Downtown District (Lodi) BDAs.

is the project manager for the Ford Avenue (Milltown), Southport
Redevelopment (Gloucester City) and Towne Center (Haddon) BDAs.
Hazardous Discharge Site Remediation Program

John is responsible for handling applications for loans and
grant in the following counties: Bergen, Cape May, Cumberland,
Essex, Hudson, Hunterdon and Passaic.
- Yang Cao

Yang is responsible for handling applications for loans and
grant in the following counties: Atlantic, Gloucester, Mercer,
Monmouth, and Somerset. Yang also manages the Monument/Magic
Marker and Assunpink Greenway BDAs in Trenton.

Michael is responsible for handling applications for loans and
grant in the following counties: Camden, Ocean and Salem.
Michael is also working on the Salem Industrial Gateway BDA.

Rachel is responsible for handling applications for loans and
grant in the following counties: Burlington, Middlesex,
Morris, Sussex, Union and Warren
Landfill Remediation and Redevelopment Program
The landfill remediation and redevelopment unit is responsible
for the proper closure, remediation and redevelopment of landfills.
This unit combines the review and approval processes of both
the site remediation and solid and hazardous waste programs
for landfill closure to provide potential developers with a
single case manager in the Department.
- Carolyn

Carolyn is responsible for a wide-range of landfill remediation
and redevelopment cases across the state. Carolyn is also
managing the Bellmawr Waterfront BDA.
- Ron

Ron is responsible for several landfill remediation and redevelopment
cases across the state. Ron is also managing the Landfill
Station (Somerville) BDA.

Roger is responsible for many of the landfill certification
requirements to demonstrate that closure and remediation systems
have been implemented in the manner approved by the Department.
