SITE BACKGROUND INFORMATION

Modern Hard Chrome Services, SL Surface Technologies, Inc. and Everlast Coatings, LLC occupied the property at 1416 South 6th Street (Block 350, Lot 5). In February 2007, Everlast Coatings, LLC filed for bankruptcy and ceased operations. From 1956 to February 2007, operations at the site included the electroplating of hexavalent Chromium [Cr(VI)], Copper, Antimony, Lead, Nickel and Silver as well as sandblasting and degreasing of metal parts. Prior to 1956, the site had been used for drying burlap bags and for automobile repairs. The site consists of about 0.7-acres of land and contains an 18,000-square foot building. There are no wetlands or surface water bodies on-site or in the immediate vicinity of the site. The ground water table is about 16 feet below the ground and the ground water flows toward the South-Southeast. The nearest public supply wells in the direction of ground water flow are an inactive well (City Well No. 6, 9th Street & Jackson Street) being used by the US Geological Survey for ground water monitoring located 2,375 feet from the site, a backup well (City Well No.11, 9th Street and Ferry Avenue) located 3,800 feet from the site and a recently active well (City Well No. 7, Florence St. and 9th St.) that is planned to be abandoned located about 5,200 feet from the site. Properties immediately surrounding the site contain industrial operations, a juvenile reformatory and vacant land; the nearest residential properties are located about 2,100 feet from the site to the East and Southeast

ENVIRONMENTAL ISSUES

There have been discharges at the site to the land, ground water and air from the electroplating tanks. Cr(VI) is the contaminant with the highest concentration in soil and ground water. Other contaminants of concern in soil and/or ground water include other metals such as Antimony, Arsenic, Barium, Beryllium, Cadmium, trivalent Chromium, Copper, Lead, Mercury, Nickel, Silver and Zinc and chlorinated Volatile Organic compounds. Seventeen ground water monitoring wells on the site and on surrounding lands have detected a 1,300 foot long plume of Cr(VI) contaminated ground water that extends off-site toward the public supply wells.

In August 2001, the property owner, SL Industries, Inc., began investigating the site. In November 2003, the sale of the SL Surface Technologies, Inc. business to Everlast Coatings, LLC triggered requirements of the Industrial Site Recovery Act (ISRA). On 9 Oct 2008, the Department approved the plan submitted by SL Industries, Inc. for interim remedial measures to prevent the continued migration of Cr(VI) in ground water emanating from the site and to address Cr(VI) soil contamination beneath the building. On 11 May 2009, the Department approved the building demolition plan submitted by SL Industries, Inc. The building demolition plan includes measures for dust monitoring and dust suppression. The Department expects demolition of the building to begin in May 2009.
