Subject [SRRA] Development of SRRA Team

The New Jersey Department of Environmental Protection will be undertaking a number of important initiatives as part of the Site Remediation reform process. Specifically, we will be developing technical and administrative guidance documents, reconstructing the Technical Requirements for Site Remediation, and developing measures to assess the success of the program. We are soliciting volunteers to work with us on each of the following teams:

  1. Guidance documents - The guidance documents will primarily describe protocols, practices, and actions, based on science and field experience, that address technical aspects of site remediation. We are looking for individuals with subject matter expertise to help write these guidance documents. Draft documents would then be circulated to a wider audience for review prior to implementation. This team will be led by Dave Sweeney from the DEP.
  2. Technical Requirements for Site Remediation - This team will focus on what is the best construct of the technical regulations going forward in anticipation of the 5/2012 implementation date of a full LSRP program. There will be periodic updates and discussions of ideas that the Department will then use in drafting the rules. This team will not draft the actual rules. The group will be led by Dave Sweeney from the DEP.
  3. Short-term Administrative Advice - This team will identify any information gaps or training needs that must be addressed in the short term in order to ensure effective implementation of the program. The team will help to develop training and materials necessary to address immediate needs of the regulated community, lenders, insurers, LSRPs and other consultants. The team will be led by Murdo Morrison from the DEP.
  4. Measures of Success - Performance metrics will be identified that can be used to assess the strengths and identify weaknesses of the program to ensure that the program is effective. We need to be able to assess: whether the environment is being protected; the impact of the program on economic development; the effectiveness of enforcement; and the impact of the program on the pace of site cleanups. This team will be led by Janine MacGregor from the DEP.

The teams will periodically report back to a steering committee of stakeholders that will provide guidance on overall strategic direction.

If you are interested in participating in any of the identified teams, please submit your name and contact information to Maria Cardona at Maria.Cardona@dep.state.nj.us by February 16, 2010. Also provide a brief description of your particular area of expertise. Each team will be limited to 8 to 10 participants and will have a diverse representation.
