New Jersey 2014 Integrated Water Quality Monitoring and Assessment Report
(includes 305(b) Report and 303(d) List)

The federal Clean Water Act mandates that states submit biennial reports to the U.S. Environmental Protection Agency (USEPA) describing the quality of their waters. The biennial Statewide Water Quality Inventory Report or "305(b) Report" must include the status of principal waters in terms of overall water quality and support of designated uses, as well as strategies to maintain and improve water quality. The 305(b) reports are used by Congress and USEPA to establish program priorities and funding for federal and state water resource management programs. The biennial List of Water Quality Limited Waters or "303(d) List" identifies waters that are not attaining designated uses because they do not meet surface water quality standards despite the implementation of technology-based effluent limits. States must prioritize waters on the 303(d) List of Water Quality Limited Waters for Total Maximum Daily Load (TMDL) development and identify those high priority waters for which they anticipate establishing TMDLs in the next two years. The Integrated Water Quality Monitoring and Assessment Report (Integrated Report) combines and satisfies the reporting and public participation requirements of Sections 305(b) and 303(d) of the federal Clean Water Act (along with Section 314 Clean Lakes Program). Current Status of the 2014 Integrated Report:

The New Jersey Department of Environmental Protection (Department) is currently compiling data for the New Jersey 2014 Integrated Water Quality Monitoring and Assessment Report (Integrated Report). The 2014 Integrated Report will be developed using all appropriate and readily available data collected between January 1, 2008 and December 31, 2012 in accordance with a Department- or EPA-approved Quality Assurance Program Plan (QAPP) and uploaded into the Department’s Water Quality Data Exchange (WQDE) system, USEPA’s STORET data warehouse, or the USGS National Water Information System (NWIS) by July 1, 2013. The Department published a public notice soliciting water quality data for the 2014 Integrated Report in the New Jersey Register on February 19, 2013 public notice (see 45 N.J.R. 378(a)).

Data Collection:

  • Data collected between January 1, 2008 - December 31, 2012
  • Data solicitation notice published on February 19, 2013 public notice (see 45 N.J.R. 378(a))
  • Data submittal due: July 1, 2013

Methods Document: Under Development

303(d) List: Due April 1, 2014

Integrated Report: Due April 1, 2014
