Hemophilia-related Services |
Carriers offering health benefits plans that are managed care plans must contract with designated health care providers for the delivery of services for the home treatment of bleeding episodes associated with hemophilia, including the purchase of blood products and blood infusion equipment. (See section 1 of L. 2001, c. 121, codified at N.J.S.A. 26:2S-10.1, and sections 3 through 10 of L. 2001, c. 121, variously codified throughout Titles 17, 17B and 26 of the New Jersey Statutes.) The Department of Banking and Insurance is authorized to designate the hemophilia home care providers. Companies interested in becoming designated should refer to the rules at N.J.A.C. 11:24C-2 (See Statutes and Regulations) for application standards and procedures. The Department will issue a public notice in the New Jersey Register when changes in designation status occur, and will update the web site periodically to reflect those changes. |

| State-recognized Outpatient Regional Hemophilia Treatment Centers |
Under certain conditions, carriers offering health benefits plans that are managed care plans must provide payment to the clinical laboratory at a hospital with a State-recognized outpatient regional hemophilia treatment center for covered services rendered to a covered person with hemophilia, regardless of whether the hospital's clinical laboratory is a participating provider. (See section 2 of L. 2001, c. 121, codified at N.J.S.A. 26:2S-10.2, and sections 3 through 10 of L. 2001, c. 121, variously codified throughout Titles 17, 17B and 26 of the New Jersey Statutes.) Generally, carriers must comply with this requirement when a covered person's attending physician determines it is medically necessary to do so with respect to treatment of the covered person's hemophilia. Rules addressing this issue are set forth at N.J.A.C. 11:24C-3 (See Statutes and Regulations). The Department elected to specify the hospitals based upon their current federal designation as regional hemophilia treatment centers. |
