Under certain conditions, carriers offering health benefits plans that are managed care plans must provide payment to the clinical laboratory at a hospital with a State-recognized outpatient regional hemophilia treatment center for covered services rendered to a covered person with hemophilia, regardless of whether the hospital's clinical laboratory is a participating provider. (See section 2 of L. 2001, c. 121, codified at N.J.S.A. 26:2S-10.2, and sections 3 through 10 of L. 2001, c. 121, variously codified throughout Titles 17, 17B and 26 of the New Jersey Statutes.) Generally, carriers must comply with this requirement when a covered person's attending physician determines it is medically necessary to do so with respect to treatment of the covered person's hemophilia. Rules addressing this issue are set forth at N.J.A.C. 11:24C-3 (See Statutes and Regulations).

The Department elected to specify the hospitals based upon their current federal designation as regional hemophilia treatment centers.
