Water Resource Modeler

BRANCH/SECTION: Science and Water Quality Management/Water Resource Modeling

GRADE: E18

SALARY RANGE: $55,000 - $82,400

POSITION DESCRIPTION

The Water Resource Modeler engages in the overall surveillance and investigation of existing and potential conventional and toxic pollution, and in the development, modification, and management of hydrodynamic and water quality models for waters within the Delaware River Basin.

Responsibilities include:

  • The identification, establishment, maintenance, and modification of complex point and nonpoint source water quality models (including the one-, two-, and three-dimensional models of the Delaware River and Estuary for conventional and toxic pollutants, stormwater models, hydrologic/hydraulic models, and the mixing zone models);
  • Compilation, implementation, and maintenance of databases on conventional and toxic pollutants and data related to the modeling work;
  • Utilizing statistical programs to assess trends and address management issues;
  • Development of wasteload allocations for conventional and toxic pollutants using water quality models and implementation policies/procedures;
  • The planning and conduct of field investigations to develop, calibrate, and validate hydrodynamic and water quality models;
  • Review and evaluation of plans to reduce or eliminate sources of pollutants from point and non-point sources;
  • Providing staff support for Commission advisory committees and subcommittees including the Toxics and Water Quality Advisory Committees;
  • Providing technical support to the Water Resource Management Branch for docket and NPDES applications;
  • Modeling of salinity/chlorides in association with reservoir operations to protect drinking water withdrawals; and
  • Assisting in the planning and conduct of water quality investigations for conventional pollutants in ambient water and wastewater and for toxic pollutants in ambient water, wastewater, sediments, and fish tissue.

QUALIFICATIONS

Education/Experience Required:        

  • Graduation from an accredited college with a bachelor's degree in Civil Engineering, Environmental Engineering, Environmental Science, or Marine Science with an emphasis in water quality modeling and/or water resources management, and three (3) years experience in water quality modeling; or
  • Graduation from an accredited college with a master's degree in Civil Engineering, Environmental Engineering, Environmental Science, or Marine Science with an emphasis in water quality modeling and/or water resources management, and one (1) year experience in water quality modeling; or
  • Graduation from an accredited college with a doctoral degree in Civil Engineering, Environmental Engineering, Environmental Science, or Marine Science with an emphasis in water quality modeling and/or water resources management.
  • Experience with 1-D, 2-D, and 3-D hydrodynamic and eutrophication modeling in estuarine environment, numerical grid generation, and demonstrated programing skills preferred.

Support Services Technician

BRANCH: Finance and Administration

GRADE: N6

SALARY RANGE: $29,300 - $44,100

SUPERVISED BY: Director, Finance and Administration

POSITION DESCRIPTION

The Support Services Technician is responsible for maintaining the efficient operation of the Commission's office through a working relationship with contractual personnel, mechanical, electrical, janitorial, plumbing and grounds-keeping services. 

Responsibilities include:

  • Unlocking and securing the building on each workday.
  • The pick-up incoming mail daily, opening, time-stamping and delivery of the mail for its internal logging and ultimate distribution, as well as the delivery to the post office of outgoing mail.
  • Mail procedures also include operation of the postage machine and coordinating the delivery of ground packages through approved vendors.
  • Coordinating the maintenance of all Commission vehicles, recording mileage readings on a timely basis for use in servicing, scheduling vehicles for service and annual inspections.
  • All large volume in-house service orders and reproduction of reports in varying quantities, which may include collation, binding, etc. as required on a routine or special basis.
  • Ancillary duties include messenger pick-up and delivery as required, general orderliness of stored materials and supplies, surplus office furniture, plus all supplies and publications.
  • Rearranging conference rooms as directed by staff for meetings, maintaining office supplies for staff use and requisition of these supplies, as needed, and other special assignments as designated by the Director, Finance and Administration. 

QUALIFICATIONS

Education/Experience Required:

  • A high school graduate with five (5) years progressive experience in an office environment.
  • Post high school education may be substituted on a year-for-year basis.
  • Individual should have excellent verbal and written skills, and familiarity with computer programs such as Microsoft Word, Outlook and Excel.
  • The candidate must possess a valid driver’s license.
