The Water Resource Engineer (WRE) in the Project Review Section provides engineering services in the field of water resources planning and development related specifically to: 1) the evaluation of projects (principally water quality) submitted to the Commission for review and 2) the review of State Pollutant Discharge Elimination System discharge criteria and permits for compatibility with DRBC Water Quality Regulations.
The WRE will maintain a liaison with public and private agencies working on water related matters in the Delaware Basin to be familiar with projects being planned or undertaken in the Basin. The WRE will coordinate review work with state agencies and DRBC staff. Duties will include evaluating applications involving mixing zones, performing total dissolved solids determinations, assigning CBOD20 waste load allocations, determining consistency with Special Protection Water regulations (including non‐point source pollution criteria), and the application of toxic discharge criteria.
The WRE will review projects/National Pollutant Discharge Elimination System (NPDES) submissions for compliance with the DRBC requirements and compatibility with the Comprehensive Plan and will provide recommendations to the Branch Manager for approval, disapproval, or modification based on sound engineering knowledge and judgment. Duties will also include the preparation of project summaries for public notice, preparing lists of parties to receive information on projects, using Commission's computer facilities to store and retrieve project information, and the analysis of projects and coordination with Commission technical, administrative, and legal staff. The WRE will also participate in the coordination of revisions to the Commission's Water Quality Standards.
The WRE will be required to respond to the public and other interested parties on projects and Commission matters and will need to prepare and deliver presentations.
A Bachelor's Degree in Civil or Environmental Engineering from an accredited college is required. A working knowledge of computer applications and general application of computers to water resources management is desirable. An Engineer‐in‐Training Certificate or a Professional Engineer's License is preferred.
