Every three years, all school districts at which English language learners (ELLs) are enrolled must complete a plan describing their district's program for ELLs. The 2017-2018 school year is the beginning of a new three-year cycle ending in the spring of 2020.
The completed plan must be board approved, signed by the district superintendent, and sent to the New Jersey Department of Education by June 30, 2017.

Pages 4-13 of Implementing ELLs Programs describe review components of the Three Year Plan. Please take the description of each review component into consideration before submitting the Three Year Plan for your district.

NOTE: Districts that are requesting a waiver from a full-time bilingual education program must submit a bilingual waiver on http://homeroom.state.nj.us/ under "Bilingual" in addition to completing this plan.
