District Demographics:
Clifton Public Schools is a district of approximately 11,000 students. 55% of the district’s population come from families speaking a language other than English and approximately 6% of the district student population are English Language Learners. Bilingual programs are offered in Spanishand Arabic in grades K-5, with High Intensity ESL and content classes taught by Sheltered Instruction Observation Protocol (SIOP) trained teachers in grades 6-12.

Description of the Program:
There are currently 607 pupils enrolled in Bilingual-ESL Programs in the Clifton District.  The Clifton program for ELLs in Grades K-5 is provided at schools 12, 13, 14, and 17.  Schools 12, 13, and 17 serve as magnet schools for Spanish speaking youngsters.  School 14 houses the Arabic bilingual program.  High Intensity ESL is offered at Christopher Columbus Middle School and at Clifton High School.  POE programs are also offered at the middle school for newcomers to the USA, Grades 6-12 ELLs also receive sheltered content area instruction.   All of these schools provide ESL services for children for up to 67 language groups.  The schools provide a dynamic combination of self-contained and pull-out programs aligned with the district curricular objectives, following a model of sheltered English instruction.  Bilingual and ESL classes are exclusively content based in order to foster a high level of student achievement in English.  The master schedule in each building is developed to accommodate the needs of the program.  Curricular modifications for ELLs are infused inot all district curriculum guides.  A Testing/Resource program provides support to students for up to four years after exiting Bilingual and ERSL.  SIOP training is infused via the district’s professional development programs.

Howell Township Public Schools is a K-8 district with 12 schools.  Ardena Elementary School (K-5) is home to our K-5 ESL program.  Howell Township Middle School North (6-8) is home to our middle school ESL program.  The program design includes a High Intensity ESL Program for grades 1-8; “Kinder Challenge ESL” in the form of an extended school day for our ESL kindergarten students; and a strong emphasis on Sheltered Instruction Observation Protocol (SIOP)-based strategies for instruction to make content  accessible to English Language Learners.

District and school demographics:
The Howell Township Public Schools is a K-8 district, serving approximately 6,500 students.  The district includes nine elementary and three middle schools.  The District Factor Group is “FG.”  The ESL population is comprised of approximately 100 students district-wide.  More than fifteen languages are represented, including: Spanish, Russian, Vietnamese, Arabic, Bangali and Polish.  Ardena Elementary School is home to the K-5 magnet ESL program, and currently serves approximately 70 of the district’s English Language Learners at the K-5 level.   Howell Township Middle School North is home to the 6-8 magnet ESL program, and currently serves approximately 30 of the district’s English Language Learners at the middle school level.  

Description of the Program:
The Howell Township Schools ESL program consists of several components, including:

  • High Intensity ESL Instructional Model in Grades 1-8;
  • Kinder Challenge ESL- extended school day model for Kindergarten ELLs;
  • Intensive Professional Development in Sheltered Instruction Observation Protocol (SIOP) practices for all general education, special areas, and ESL instructional staff in magnet schools;
  • Intensive Professional Development, on issues impacting learning for ESL students, for child study team members, guidance counselors, speech therapists, and administrators;
  • Technology Integration – through the use of iPODs, Web 2.0 tools, teacher-created web-based resources, FIRST Robotics LEGO League, and various other technology resources to support language acquisition and content-related learning; and
  • Summer Program for English Language Learners (K-8).

Demographics:
There are approximately 5,900 students Pre-K through 12 attending the 8 elementary schools, 2 middle schools, and 1 high school. Linden’s student ethnic summary includes 36.02% African American, 33.41% Hispanic, 25.24% White, 2.21% Asian, and 2.91% Multi-racial. The ESL population is comprised of 378 students. Nearly 54 different languages are spoken at home.

Bilingual/English as a Second Language Program:
At the elementary level, Linden has designated 4 ESL magnet schools. A part-time bilingual program is in place for Polish and Spanish students, and a High-Intensity ESL program is available for French-Creole students. The elementary ESL program uses both pull-out and push-in models, and students receive additional reading intervention services if necessary by a trained Literacy Support Team. A combination of co-teaching, push-in, and pull-out instruction is provided to our bilingual students. The High-Intensity alternative program is offered in the middle and high school where ESL students receive 2 periods of ESL instruction. At the middle school, they also receive an additional period for basic skills. After school tutoring services are available throughout the school year at all levels. The five-week summer program in English as a Second Language at the secondary level, focuses on developing critical thinking, listening, and speaking skills; and furthermore, the strategies learned in this course will also help students become more effective writers.

River Edge school district has a large Asian population. Also, they have students from Russia, Philippines, and Dominican Republic.

Description of the Program:
ESL pull-out and push-in program for 40-45 minute periods.  A hybrid push-in model is also provided where classroom teachers come with their eniter class to the ESL room for instruction.
There is a parent outreach program and an ESL Literacy  Club.

District Demographics:
Roselle is a Pre-K-12 district located in Union County with approximately 2900 students in 8 schools.  There are approximately 260 students classifies as LEP.  29 languages other than English are spoken in students’ homes.  40% of students in Roselle come from homes where another language is spoken.  The majority of languages are Spanish (24%) and Haitian Creole (9%).  Student mobility rate is 16%.

Description of the Program:

  • Self-contained Spanish bilingual classes at each grade level for students with English proficiency level 1-3.
  • As students progress, they are placed in the integrated ESL classes (one per grade level).  Students in the integrated ESL classes receive push-in support from an ESL teacher during the 120 minute literacy block.
  • ELLs receive Title I services including supplemental services.
  • Instructional aides in Bilingual classes
  • Steps and guidelines have been developed for identification on ELLs with special needs.
  • Bilingual students are screened for Gifted and Talented.
