Spacer Office of Fiscal Policy and Planning

The office is responsible for the development and maintenance of fiscal policy for New Jersey's public school districts and private schools for the disabled, in addition to all finance-related policy development, legislative analysis and planning, including development and maintenance of administrative code. The office administers the annual school budget process and the defeated school budget process. The office also develops and maintains the audit program containing all annual audit policies, standards and guidelines consistent with generally accepted governmental auditing standards and state laws and regulations, including those for school-based budget reporting. The office collaborates with the Office of School Facilities in oversight and administration of the school facilities law. The office assists the Office of Compliance Investigations with tasks related to administering the annual single audit program for public schools in compliance with the US Single Audit Act, including the development of technical publications, forms, and training programs in budgeting, reporting, and fiscal administration; and the issuance of guidance and pronouncements on generally accepted accounting principles (GAAP). The office administers the Public School Contracts Law under the guidance of the Department of Community Affairs, which is the lead agency for local government contracting. The office also administers finances for private schools for the disabled. The office develops guidelines and provides technical assistance in all areas noted above, in conjunction with the appropriate offices in the Department of Education and the Department of Community Affairs.
