Update to the Budget Guidelines for Fiscal Year 2012-2013

Changes for 2012-13

Please note that P. L. 2011, c.202 was signed into law on January 17, 2012.  This law allows for the annual school election to be moved to November by the applicable board of education or municipal/governing body resolution. If the election is moved to November, there is no vote on the annual district base budget that is within the tax levy cap.  This includes withdrawals from capital reserve that are indicated in Supporting Documentation 4.  Such withdrawals will be reviewed as part of the Executive County Superintendent budget review.  Voter approval is still required for separate proposals.

This law did not change the dates for submission of the budget, advertising, or public hearing as outlined in the “2012 School Election Calendar”.  A link to the “Election Calendar” can be found at this website: http://www.state.nj.us/education/finance/fp/dwb.shtml under “Other Items”.  Districts should review the FAQ noted above for dates required for submissions related to board of education candidates and ballots.
