What's New

Web Site Updates

Title I: The Title I Eligibility page, directions and the checklist have been revised to include a set-aside amount for Capital Expenses. More information on Capital Expenses is provided below.

Title II: The Budget Summary has been revised to un-shade GAAP code 200-500.

Title II: The Budget Detail has also been updated to reflect the addition of the "Teacher Quality" funds. More information on "Teacher Quality" is provided below.

Title IV: A revision to the IASA Application and Guidelines for Title IV that was previously distributed to LEAs is now posted. LEAs may now use any or all of the four IASA goals.

CSR: Data collection is to be reported electronically using the NJDOE web site. No paper documents will be accepted, although a hard copy of the data must be submitted with the FY 2002 IASA/CSR application. IASA/CSR

  • The Class-Size Reduction Application has been included in the IASA Consolidated Application. The IASA/CSR Application now consolidates five programs.

  • Application forms are available on the NJDOE web site, from the county office or from OGMD. The forms in the guidelines are samples only and may be subject to change. Use the forms on the NJDOE web site to complete the LEA application.

  • The application due date is July 16, 2001. Applications received after October 12, 2001 will not be considered for FY 2002 funding.

  • The Title I Capital Expense Application is not included in the guidelines. The application was distributed under separate cover. For more information, contact Anthony Dellaira at 609-943-3295.

  • Most of the application pages, including the Title I Eligibility of Public Schools, are available in an Excel format. This program can be accessed on the NJDOE web site (Select Grants; Select Entitlement Grants). LEAs are strongly encouraged to use this feature.

  • Accountability requirements for all Title I schools failing to make adequate yearly progress (AYP) will be issued under separate cover.

  • The application Title Pages have a new look. Allocation information is now required and there are separate pages for individual applicants, consortium participants and consortium applicants.

  • Consortium participants must canvas the private schools regarding participation prior to forwarding the participant application to the applicant LEA. The applicant is then responsible for coordinating private school services.

  • A written description is required for Equitable Access. It is no longer an Assurance.

  • The Program Plan must be developed or revised to cover the project period of September 1, 2001 to August 31, 2002.

  • GAAP codes have been compressed for use in this grant application.

  • The definition of equipment costs has been raised to exceed $2000.

General

  • Allocations for FY 2002 are calculated using the best available data. Any adjustments will be reflected in the FY 2003 allocation notices.

  • For FY 2003, the United States Congress is in the process of reauthorizing IASA. When this process is finalized, LEAs will be notified of the legislation.

  • During application development, LEAs must consult with Educational Services Commissions, Jointure Commissions and Special Services School Districts.

  • Private Schools: If private schools do not respond to the LEA’s invitation to participate in the application planning meeting, LEAs must keep a record of the invitation and all attempts to contact the private school.

  • Comprehensive Needs Assessment information is included in the "Consolidated Application Program Training" document dated October 21, 1996. Request copies from Suzanne Ochse at 609-292-1828.

  • LEAs should begin to operate their program at the beginning of the project period (subject to conditions).

  • Employee benefits (TPAF/FICA) must be budgeted at 15% for all salaried positions.

Administrative cost maximums:

Titles I, II, IV and VI-5.0%
CSR-3.0%

  • Failure to comply with the requirements of data submission may result in the withholding of grant payments.

  • The IASA/CSR Program Plan must contain objectives that identify the target population, provide measurable and achievable outcomes, and specify benchmark dates for outcome achievement.

  • IASA/CSR Program Plan Goals: Title I- all four goals must be addressed
    Title II- Goal II
    Title IV-all four goals may be addressed
    Title VI-all four goals may be addressed
    CSR-Goals I and/or II
  • If the evaluation of the IASA Program Plan does not demonstrate success in meeting the desired benchmarks, the LEA should reevaluate the objectives and set realistic benchmarks that are achievable.

Program Specific

  • Title I: LEAs may use student assessment data of their choice to identify students eligible for Title I services. The data sources must be reliable indicators of student achievement.

  • Title I: LEAs may use the poverty criteria (e.g., free lunch, reduced lunch, TANF, Medicaid) of their choice when completing the "Title I Eligibility of Public Schools" form.

  • Title I: Funds left over from private schools may be used for public school services.

  • Title I: Funds may not be used to reduce class size as Title I activities must be directed to students in need of supplemental academic services.

  • Title II: Title II requires a LEA match that is equal to 50 percent of the Title II public school allocation, excluding the private school allocation amount. The LEA match is to be shown on the Budget Summary in the LEA match column. The Title II match expenditures must be reported on the Final Report.

  • Title II: Funds are to be used to support standards based professional development in the core curriculum content areas such as math, science, language arts/literacy, visual and performing arts, social studies and world languages.

  • Title II: In a LEA that has Title I schoolwide programs, Title II funds may be used for districtwide activities for professional development activities for school-level staff.

  • Title II: LEAs must use at least 57 percent of the Title II allocation for professional development activities in mathematics and science. LEAs are receiving additional Title II funds in FY 2002 to improve teacher quality. These "excess" funds, approximately 23 percent of the FY 2002 allocation, are subject to special requirements by Congress. The LEA’s allocation notice specifically identifies the math/science and teacher quality amounts.

  • Title IV: Particularly for elementary school populations or for schools where no significant substance abuse problems have been documented in the objective analysis, Title IV funds can be used to reduce identified research-based factors that place students at-risk for substance abuse problems or to improve the conditions that place students at-risk, including the development of research-based protective factors and resiliency skills and characteristics in students. Local risk factors must be documented in the objective analysis.

  • Title IV: Non-allowable costs (medical services, drug treatment and rehabilitation) have been updated.

  • Title VI: The original data collection form should be completed and returned to OGMD.

  • CSR: Funds may be used for grades K-3 only, unless the teacher-student ratio in these grades is already at 1:18.

  • CSR: Funds for private schools are allocated only if the public schools are using funds for professional development activities.

  • CSR: Classroom supplies/services to students are unallowable.

  • CSR: This program requires the submission of an Annual CSR Report. The Annual Report must be made available to parents, the local newspaper and presented at a board meeting. The Annual Report should provide the number of fully qualified teachers hired; grades assigned; impact on class size; progress towards increasing the percentage of classes in core academic areas taught by fully qualified teachers; professional development description (number of participants, including staff from private schools and grades taught); and academic (pre- and post-testing) and nonacademic information (attendance, discipline, promotion trends, instruction time, student/teacher relationship, socialization, teacher retention/job satisfaction). The CSR Annual Report is not the LEAs’ school report card.

  • Titles I, II, IV and VI: Funds may be used for pre-kindergarten services providing that such services are identified in the LEA’s needs assessment. Any pre-kindergarten service must be specified in the IASA Program Plan and the IASA Budget.
