School Emergency Response to Violence Funds - Project SERV

As you are aware, the United States Department of Education (USDOE) has made available up to $1.5 million for distribution to local education agencies (LEAs), including charter schools, in New Jersey that have been impacted by the terrorist attacks on the World Trade Center, Pentagon and in Pennsylvania on September 11, 2001. The funds are from School Emergency Response to Violence (Project SERV) under the Safe and Drug-Free Schools and Communities Act and are intended to provide education-related services to LEAs in which the learning environment has been directly impacted by these violent, traumatic events. These funds are available to meet the immediate needs of the students in these LEAs, as well as their longer-term crisis response needs.

Attached are the Project SERV application and directions and a Key Points document which contains the program description and requirements, allowable and unallowable activities for which grant funds may be used, and grant parameters.

All LEAs and charter schools are eligible to apply for Project SERV funds. However, if funding requests exceed $1.5 million, awards will be made to those applicants who demonstrate the greatest need based upon the level of impact on the district. Individual awards may be ratably reduced in a fair and equitable manner.

Applications are due to the New Jersey Department of Education (NJDOE) no later than Monday, October 15, 2001. One copy must be faxed to the Office of Grants Management and Development (OGMD) at (609) 777-1051 and one copy to your county office of education. Late applications will not be accepted.

The expedited application process may require that LEAs convene a special LEA Board of Education meeting to approve the Project SERV award and to act on the "Grant Acceptance Certificate" (GAC). To ensure a timely disbursement of these Project SERV, funds the GAC must be returned to OGMD by November 12, 2001.

LEAs applying for Project SERV funding should note that the following federal requirements apply:

  • Districts receiving funds must demonstrate that the learning environment has been disrupted as a direct result of the September 11, 2001 terrorist attacks;

  • Costs must be in addition to costs the LEA would have incurred in the absence of the attacks; and

  • To the extent possible, LEAs receiving funds under Project SERV must provide for equitable participation by private school students and teachers.
