1 Decide which standards/indicators will be targeted in which marking periods. Important: use the academic calendar, and data from previous testing(s).
2 Spell out the standard/indicator and the extent to which it is to be taught/mastered. Base this on prior knowledge level and culture!
3 Begin v. Ongoing Parts (e.g., certain initial consonants) v. whole indicator.  
4 Begin with your Comprehensive Reading Program, SF unit 1, p 2&3 Skills Overview e.g. 3.1.B 1-5, initial consonants.
