The State Board of Education today approved the appointment of David Mortimer as Assistant Commissioner of the Department of Education's new Division of Facilities and Transportation. At the same time, Thomas McMahon was approved to serve as Assistant Commissioner of the Division of Finance.
Mortimer has been serving as an associate deputy treasurer for the state of New Jersey. He was previously chief of staff for the state Department of Transportation. McMahon is assistant superintendent/business administrator of the Toms River Regional School District.
Commissioner of Education David C. Hespe said the appointments are in line with a reorganization of the Division of Finance, which was also approved by the board.
"In essence, we have split the Division of Finance into two divisions a Division of Finance and a Division of Facilities and Transportation," Hespe said. "This change is justified because the workload of the Division of Finance has increased dramatically with the passage of the Comprehensive Educational Improvement and Financing Act, the implementation of the Supreme Court Abbott decision and the impending passage of the school facilities construction legislation. The span of control and responsibility for a single assistant commissioner has simply become too great."
The commissioner said the credentials of both of the new assistant superintendents will enable them "to hit the ground running."
"Dave Mortimer has been intimately involved with us in the development of the proposed school facilities construction legislation," Hespe said. "Tom McMahon's hands-on fiscal experience in one of the state's larger school districts makes him an exceptional candidate and has prepared him for the challenges that lie ahead."
Michael Azzara, who has served as Assistant Commissioner of the Division of Finance, is resigning to accept a position with the Jersey City School District.
