The Reading First program is for elementary schools. This
is the largest and most focused early reading initiative
ever undertaken in states across the country. The program
will provide support to schools to implement proven methods
of early reading instruction in K-3 classrooms and comprehensive
reading programs grounded in scientifically based reading
research. Reading First supports Governor James E. McGreevey's
statewide literacy initiative. Furthermore, this program
is a blueprint for reading instruction so that all New
Jersey students read on or above grade level by the end
of the third grade.
The Reading First program activities will ensure that
every child in K-3 receives high-quality instruction that
is explicit and systematic and focuses on the five components
of effective, early reading instruction:
•phonemic awareness;
•phonics instruction;
•fluency;
•comprehension strategies; and
•vocabulary development.
In addition, Reading First emphasizes the importance of using screening,
diagnostic, and classroom-based assessments to inform classroom
practices that will ultimately improve student performance and
close the achievement gap.
The Department of Education will conduct a comprehensive
evaluation of all Reading First schools during this six-year
grant implementation. At the midpoint of year three of
grant implementation, schools are required to show reading
gains in order to continue receiving Reading First funding.
