Read First New Jersey has identified comprehensive reading programs for the purposes of Reading First that provide direct and systematic instruction in phonological awareness, phonics, fluency, vocabulary, and comprehension. This approved K-3 reading program list includes the following CORE and SUPPLEMENTAL reading programs. We have divided them into categories.

| NOTE: If language-minority children arrive at school with no proficiency in English, but speak a language for which there are instructional guides, learning materials, and locally available proficient teachers, these children should be taught how to read in their native language. They should acquire proficiency in spoken English and then be taught to extend their skills to reading in English. |

| NOTE: If language-minority children arrive at school with no proficiency in English, but speak a language for which there are insufficient numbers of children to develop a bilingual program, the instructional priority should be to develop the child's proficiency in spoken English. Although print materials may be used to develop understanding of English speech sounds, vocabulary, and syntax, formal reading instruction should occur once an adequate level of proficiency in spoken English has been achieved. |
