Monitoring Process

Race to the Top Leads,

As you know, all LEAs participating in Race to the Top will be monitored by the RTTT program office, in order to ensure grant-funded projects are progressing according to the timelines and milestones established in each LEA's scope of work.  In an effort to minimize reporting requirements while ensuring good stewardship of federal funds, we have differentiated the monitoring processes based on the amount of each LEA's allocation:

Class A

LEA < $25,000

Class B

$25,001 – $150,000

Class C

150,000 < LEA

Monitoring will begin at the end of October for all Class C LEAs and, going forward, will primarily include:

  1. Interim Monitoring/Expenditure Reports in EWEG (both programmatic and fiscal)
  2. On-Site Monitoring

Interim Monitoring/Expenditure Reports
Classes A, B and C will each complete interim reports according to the schedule below. All reports will be due to the department through the EWEG grant system by the final day of the month indicated above.  The report will require districts to provide updates on progress made during the reporting period which ends the last day of the month before the report is due.  For instance, if a report is due on October 31, an LEA must report on all activities completed by September 31. 

Beginning the first week in October, all LEAs will be able to log into EWEG and view the reporting process instructions.

On-Site Monitoring
All Class C districts will have a site visit once per year, or more frequently if necessary.  These visits are intended not only to determine whether districts have executed the inputs provided for in LEA scopes of work, but also whether these inputs have resulted in the intended outcomes. The RTTT3 Management Team will provide the LEA superintendent with notice of a planned visit six weeks in advance and work with LEA personnel in scheduling visit dates that minimize disruption to day-to-day operations.

Quarterly (will receive on-site monitoring once per year)

*Class A and B districts may also receive an on-site visit as part of NJDOE's consolidated monitoring process.

Exhausted Allocations
In addition, the RTTT3 Management Team recognizes that many participating LEAs plan to expend the entirety of their allocation in year 1 or 2 of the grant.  Given our goal to minimize the burden on districts, once all district RTTT funds have been spent, a district will have the option to substitute a full interim report with a brief narrative of the LEA's progress in implementing the project since the final expenditure.
