Purpose:
The Council is required to advise the Department of Health and Senior Services, as the lead agency, and in conjunction with the Department of Education, on matters regarding the education of handicapped infants and toddlers. It also assists the Department in identifying sources of fiscal and other support for early intervention programs; promotes interagency cooperation; assigns financial responsibility to the appropriate agency; and advises and assists the Department of Education regarding the transition of toddlers with disabilities to preschool services.
