Robin Spaulding-Smith Director Robin Spaulding-Smith began her career in state government in 1984 and in 2003 was appointed the Director of Human Resources for the New Jersey Department of Health. Ms. Spaulding-Smith is responsible for developing human resources policies and procedures, as well as reviewing and processing all personnel transactions. Ms. Spaulding-Smith holds a Bachelor of Science degree in Secondary Education from Seton Hall University and a Master of Arts degree in Public Relations from Rowan University.
