The Department of Health and Senior Services is reproposing to readopt the rules at N.J.A.C. 8:23A governing Animal Facility Operation, Animal Control Officer and Animal Cruelty Investigator Certification, Pilot Spaying and Neutering Clinic Fees, and Rabies Inoculation.

The Department originally proposed to readopt N.J.A.C. 8:23A with amendments in May 2005.  See 37 N.J.R. 1392(a) (May 2, 2005).  That proposal lapsed in May 2006.  The Department is reproposing the technical and substantive amendments originally proposed in May 2005, subject to revisions initiated by the Department and/or made in response to comments the Department received on the May 2005 proposal.  The Department is also proposing additional amendments.

The notice of reproposal appears in the November 6, 2006 issue of the New Jersey Register.  The public has until January 5, 2007 to comment on the reproposal.  Persons wishing to comment on the reproposal must submit their comments in writing to Colin T. Campbell, D.V.M., Senior Public Health Veterinarian, Infectious and Zoonotic Disease Program, New Jersey Department of Health and Senior Services, 3635 Quakerbridge Road, P.O. Box 369, Trenton, NJ 08625-0369.  Written comments must be postmarked on or before January 5, 2007, which is the close of the 60-day public comment period.
