Troops to College Program

 

The Troops to College Program is designed to make veterans aware of the higher education options available at New Jersey’s public colleges and universities. The New Jersey “Troops to College Act” was enacted on September 13, 2009.

This initiative calls on New Jersey Higher Education, in consultation with the Department of Military and Veterans Affairs, to provide an overview of the array of services available to provide a smooth transition for our nation’s veterans into New Jersey’s public colleges and universities. In addition, several independent and proprietary colleges and universities have asked that information about the services they provide for veterans be included as well.

Veterans can find information about each of New Jersey’s 31 public institutions and 12 voluntarily participating independent colleges and universities:

  • certificate and degree programs offered,
  • who to contact for information about the benefits, programs, and services available at a specific NJ college or university
  • a summary of services provided and sources from which you may be able to transfer college credits

About the Post 9/11 GI Bill
The Post-9/11 GI Bill is for individuals with at least 90 days of aggregate service on or after September 11, 2001, or individuals discharged with a service-connected disability after 30 days. You must have received an honorable discharge to be eligible for the Post-9/11 GI Bill. The Post-9/11 GI Bill became effective for training on or after August 1, 2009.

This program pays eligible individuals:

  • tuition & fees directly to the school not to exceed the maximum in-state tuition & fees at a public Institution of higher learning.
  • a monthly housing allowance based on the Basic Allowance for Housing for an E-5 with dependents at the location of the school. (If you are enrolled exclusively in online training you will not receive the housing allowance.)
  • an annual books & supplies stipend of $1,000 paid proportionately based on enrollment (If you are on active duty you will not receive the housing allowance or books & supplies stipend.)
  • a one-time rural benefit payment for eligible individuals

This benefit provides up to 36 months of education benefits. Generally, benefits are payable for 15 years following your release from active duty.

The Yellow Ribbon GI Education Enhancement Program is a provision of the Post-9/11 Veterans Educational Assistance Act of 2008. This program allows degree-granting institutions of higher learning in the United States to voluntarily enter into an agreement with VA to fund tuition expenses that exceed the highest public in-state undergraduate tuition rate. The institution can contribute up to 50% of those expenses and VA will match the same amount as the institution.
