The New Jersey Commission on Higher Education convened at the Mary G. Roebling Building in Trenton on April 28, 2006. Chairman Francis J. Mertz presided. Highlights from the meeting include:

  • Chairman’s Report: Mr. Mertz commented on his departure from the Commission and his years of service in higher education. He called for a new review of the state’s governance structure for higher education.

  • Executive Director’s Report: Ms. Oates commented on preparations for the impending fiscal 2007 budget hearings, the Commission’s efforts for the continued operation of the Governor’s Schools in summer 2006, and the work of the Governor’s Task Force on Government Efficiency.

  • Long-Range Plan Update: Dr. Oswald outlined a proposal to collaborate with the New Jersey Higher Education Service Learning Consortium to enhance public service at colleges and universities. The Commission endorsed the suggestions and called for a letter of support for a grant application by the consortium.

  • 2005 State Higher Education Finance Report: Dr. Oswald presented historical trend data and interstate comparisons from the 2005 State Higher Education Finance report. There is a desire to look further into the numbers and methodology within the report and also to seek broad agreement on clearly defined data and focused analyses that will assist in budget and policy deliberations.

  • Fiscal 2007 Budget Deliberations and Appropriations Process: Executive Director Oates commented further on efforts related to the budget hearings and the ultimate adoption of the fiscal 2007 budget.

  • Annual EOF Event: Glenn Lang, the EOF executive director, outlined the 2006 student day and professional conference, which included a new alumni event that generated scholarship support.

  • Somerset Christian College Petition: The Commission relicensed Somerset Christian College and authorized the college to exceed its mission and offer a bachelor’s degree.

  • Richard Stockton College Petition: The Commission authorized Richard Stockton College to exceed its mission and offer the Doctor of Physical Therapy degree.

  • College Bound Program: The Commission approved fiscal 2007 awards to 10 institutions, pending fiscal 2007 state appropriations.

  • Community College Personnel Regulations: The Commission approved for public comment a proposal to readopt the Community College Personnel regulations.

  • Nominating Committee: Commissioner Samuels will chair a nominating committee, working with Commissioners Nelligan and Smith to recommend candidates for the Commission’s biennial election of officers and the Executive Committee in June.

  • EOF Update: Commissioner Collins praised the annual EOF event.

  • HESAA Update: Commissioner Smith reported on three new or modified student aid programs.

  • Presidents’ Council Report: Dr. Pruitt commented on the budget process and efforts underway by institutions and the Presidents’ Council.

  • New Business: Staff member Tom Hagaman reported on a new notification process to inform institutions about federal grant opportunities.

  • Resolution Honoring Mr. Mertz: The Commission adopted a resolution commending Mr. Mertz for his outstanding service as a member and as chairman.

  • Comments from the Public: Mr. Tobyn DeMarco, vice president, Association of New Jersey County College Faculties – appreciation of presentation by Deputy Executive Director at NJEA conference and endorsement of the long-range plan
