The New Jersey Division of Developmental Disabilities is moving from a contracted system of care reimbursement to a Medicaid-based fee-for-service (FFS) sytem. We know there are many questions regarding the Division's transition to the FFS model, and we are currently developing materials to assist individuals, families and providers in understanding the new system.

Support Coordination Ramp-Up Timeline Released

Please note the release of the Support Coordination Ramp-Up Timeline in preparation for implementation of the Division's fee-for-service system. The timeline includes the transition to Interim Support Coordination agencies of individuals who are not on the Community Care Waiver (CCW) in Self-Directed Day Services (approximation of at least 1200 individuals) as well as the new graduates in Spring, 2015 (approximately 700 individuals). The Division is in the process of evaluating and preparing Support Coordination agencies to approve their own plans in anticipation of this ramp up.

Fee for Service Rate Schedule: Quick Reference Guide Released

The Division has developed a revised, more user-friendly Fee for Service Rate Schedule: Quick Reference Guide.

Provider Information Session Announced

With anticipated implementation of the new Day Habilitation Certification process in the coming weeks, the Division has scheduled a Day Habilitation Certification Process Information Session. There are four time-slots to select from in November, and pre-registration is required by October 31, 2014. Fee for Service Implementation Timeline and Accompanying Webinar

The Division has developed the first part of a Fee for Service Implementation Timeline, covering September, 2014 through January, 2015.

Accessing Services in the Fee For Service (FFS) System

In a Medicaid-based fee-for-service system, individuals receive Division-funded services through one of two Medicaid waivers: the Supports Program or the Community Care Waiver (CCW).

The Rate-Setting Process

The New Jersey Department of Human Services engaged Myers and Stauffer LC (MSLC) and Johnston Villegas-Grubbs & Associates LLC (JVGA) to develop a standard fee schedule for diability services provided through the new Medicaid-based fee-for-service system.

JVGA began a comprehensive statewide analysis in January, 2013 and released its Final Report and Rate Schedule on July 18, 2014. At this time, the rates are recommended and have not yet been adopted.
