The New Jersey Division of Developmental Disabilities is moving from a contracted system of care reimbursement to a Medicaid-based, fee-for-service (FFS) sytem. We know there are many questions regarding the Division's transition to the FFS model, and we are working to develop materials to assist individuals, families and providers in understanding the new system.

10.10.14   Provider Qualification Process Temporarily on Hold

Please be advised that effective October 20, 2014, the qualification of new service providers will be temporarily on hold. Any applications currently in process or those in transit and received by October 17, 2014 for open services at this time will continue to be processed. 

This change is necessary due to the development of the Medicaid provider application process as part of the Division’s system reform efforts. The Medicaid provider application will remain open for Support Coordination services only.

Accessing Services in the Fee-for-Service System

In a Medicaid-based, fee-for-service system, individuals receive Division-funded services through one of two Medicaid waivers: the Supports Program (SP) or the Community Care Waiver (CCW).

The Fee-for-Service Rate-Setting Process

The New Jersey Department of Human Services engaged Myers and Stauffer LC (MSLC) and Johnston Villegas-Grubbs & Associates LLC (JVGA) to develop a standard fee schedule for diability services provided through the new Medicaid-based, fee for service system. A comprehensive statewide analysis began in January, 2013 and the Final Report and Rate Schedule were released on July 18, 2014. At this time, the rates are recommended and have not yet been adopted.
