STATE BOARD OF DENTISTRY PUBLIC SESSION MINUTES BOARD OFFICE NEWARK, NEW JERSEY MARCH 17, 2004 ATTENDANCE: The following members were in attendance: OTHER ATTENDEES: ABSENT AND/OR EXCUSED: EXECUTIVE DIRECTOR'S REPORT: 1. Executive Director Kevin Earle advised the Board that a letter was received from Janice Gibbs, Director Continuing Dental Education at UMDNJ advising the dates of the clinical program for the course "Patient Monitoring for Nitrous Oxide Analgesia Delivery". Ms. Gibbs is requesting when a State Board representative will come to audit the program. 2. Mr. Earle advised the Board that Assembly Bill #1913 which establishes a Health Care Regulation Study Commission to consider whether to transfer the responsibility for licensure and regulation of various health care professionals from Department of Law & Public Safety to another agency of State government passed the State Assembly. 3. The Board discussed the new "Case Manager" position for the Board of Dentistry. The committee will meet to review the C.V.s received and to establish a job description for this position. SECRETARY'S REPORT: 1. The Board in a motion by Ms. Delaney, seconded by Dr. Hall approved the list of applicants for licensure.. COMMITTEE REPORTS: Dental Auxiliaries: 1. Melody Jenson - Meets all requirements for a dental hygiene license by credentials. The committee recommends approval. 2. Gertrud Gardiola - Letter requesting for a dental hygiene license in New Jersey. She graduated from the Miami Dade Community College Medical Campus in August of 1997. The committee recommends that she must submit a completed application to determine whether she qualifies for licensure. 3. Stella Kravetskiy - Application for Registered Dental Assistant license. Ms. Kravetskiy graduated from Mandl School in New York. The committee recommends that it be determined whether the school is CODA approved. If its CODA approved she must take CDA exam. If it's not CODA approved she must have at least two years work experience, take DANB exam for CDA and RDA. 4. Deborah Chezako - Ms. Chezako has an inactive dental license. She is requesting licensure as a dental hygienist. In order to qualify for a dental hygiene license she must graduate from an approved dental hygiene school. The committee recommends that she reactivate her dental license. Dental Applications: 1. Dr. Peter Koblan - Meets all requirements for a dental license by NERB past five years. The committee recommends approval. 2. Dr. Brian Rusak - Meets all requirements for a dental license by NERB past five years. The committee recommends approval. 3. Dr. Robert Katz - Request for reinstatement of dental license. Information submitted indicates that Dr. Katz pled guilty to Medicaid fraud in New York. It also appears that the New York State Office of Professional Medical Discipline is conducting an investigation. The committee recommends that this matter be tabled pending results of the New York action. 4. Dr. David Sarment - Application for a dental license. Dr. Sarment obtained a D.D.S. degree in 1994 from University of Paris, France. He indicates that he is board certified in Periodontics and holds a dental license and specialty license in the State of Michigan. The committee recommends that this application be denied because he is a foreign graduate and does not meet the requirements for licensure. The Board referred this issue ( NJSA 45:6-6) to the regulation committee for review. The Board suggests that the wording referring to foreign dentists should be removed. 5. Dr. Bret King - Inquiry questioning whether he qualifies for a New Jersey dental license. The committee recommends that an application be completed for evaluation by the committee. Continuing Education: The Board in a motion by Ms. Delaney, seconded by Dr. Placa, approved the continuing education committee report. ADJOURNMENT: |
