to compile a list of animal control officers who have been found guilty
of or held liable for violating animal cruelty laws. The law prohibits
these officers from becoming animal control officers in any municipality.

2 becomes effective 180 days after enactment.

for an offense which, if committed by an adult, would constitute a crime,
and the offense (1) involves the unlawful use or possession of a weapon
or explosive or (2) constitutes a NERA crime, would be later disqualified
from obtaining a firearms purchaser identification card or a permit
to purchase a handgun.
