Waiver of Training
 

The Police Training Act empowers the Police Training Commission (PTC) to exempt from training, or portions thereof, an individual who has successfully completed a police training course, either in this state or another state, including federal service, that is substantially equivalent to the New Jersey Basic Course for Police Officers.

Individual Successfully Completed Basic Course for Police Officers.

An exemption, or waiver of training, may be requested for an individual who has previously completed the New Jersey PTC Basic Course for Police Officers, has terminated employment with a law enforcement agency, and (1) is appointed to a similar law enforcement position in an agency different from the original agency, or (2) is reemployed by the original agency in a position similar to the one previously held.

The Police Training Commission has determined that an individual who previously completed the Basic Course for Police Officers, and had a break in police service of three years or less, is required only to complete agency training, as detailed in the Agency Training Responsibility Manual, and to requalify with his or her service weapon in accordance with applicable Attorney General guidelines. The employer, however, has the authority to direct that an individual attend the complete Basic Course for Police Officers, or portions thereof, at a PTC approved school. It is not necessary for the employer to request a waiver of training, or to notify the PTC that agency training and firearms requalification have occurred. It is not necessary for the employer to notify the PTC that an individual has been directed by the employer to attend all or any part of a Basic Course for Police Officers. It is the responsibility of the employer to submit a Notice of New Appointment (NONA) form for all new police officers.


NOTE: An individual with a break in service of more than three years must undergo Agency Training and be completely retrained in the New Jersey PTC Basic Course for Police Officers.

Individual Successfully Completed Police Officer Training in Another State, or was Trained for Federal Service.

A request for a waiver of training may be submitted by the chief of police or other official in charge of the law enforcement agency for an individual who was trained as a police officer at a police academy or training facility outside of the State of New Jersey. The request must be submitted on form PTC-15, with official documentation (transcript, training schedule, description of course performance objectives) from the academy or training facility where the individual was trained. NOTE: On December 5, 2007, the Police Training Commission directed that effective July 1, 2008, a duly appointed Special Law Enforcement Officer Class II (SLEOII), who successfully completes the Basic Course for Special Law Enforcement Officers Class II, only becomes eligible for waiver consideration in the Basic Course for Police Officers (BCPO) one year after successful completion of the SLEO II course. This means that a request for a waiver of training for a SLEOII will not be considered before the end of the one year waiting period. In addition, the SLEOII may not take waiver training prior to the end of the one year waiting period, with the expectation that the training will be credited after the one year waiting period. Waiver eligibility expires three years from the date of successful completion of the SLEO II course.

Individual Successfully Completed the Basic Course for Special Law Enforcement Officers Class Two (SLEOII)

On February 4, 2002, the Police Training Commission directed that effective July 1, 2002, a waiver of training from the Basic Course for Police Officers for an individual trained as Special Law Enforcement Officer Class II (SLEOII) could be applied for by the chief of police or other official in charge of the law enforcement agency, provided that the individual successfully completed a Basic Course for Special Law Enforcement Officers Class II, and was appointed as a regular police officer within three years from the date of graduation from the SLEOII basic class. If the individual is not appointed within three years from the last day of class until the date of appointment, the individual must be completely retrained in the Basic Course for Police Officers.

The chief of police or other appropriate official in charge of the agency may request a waiver of training from the Basic Course for Police Officers by using form PTC-15, Police Training Commission Request for Waiver of Training.

A request for a waiver of training can only be submitted by a chief of police, or other official in charge of a law enforcement agency. The PTC will not accept a request for a waiver of training from an individual officer or potential officer.

Please allow 30 days after the receipt of all documentation for the PTC to process a request for a waiver of training.
